Breaking news from Spain: Prime Minister Pedro Sánchez’s Socialist government has announced an extraordinary €25 million package of public funds to care for the unaccompanied migrant minors (commonly known in Spain as MENAs) who arrived in the Spanish enclave of Ceuta during last week’s invasion.
The announcement comes as official figures show that between 28% and 33% of Spanish children live in poverty or are at risk of social exclusion—the highest child poverty rate in the European Union. That means roughly 2.6 million Spanish children are living in economically vulnerable conditions while the central government approves emergency funding for foreign minors who entered Spain during the recent border crisis.
The funding was announced Tuesday by Spain’s Minister of Inclusion, Social Security and Immigration, Elma Saiz, who said the money will be used to provide urgent assistance to the approximately 860 to 1,000 immigrant minors who remain under Ceuta’s custody following the illegal mass entry of tens of thousands of Moroccan nationals, most of them young men. The new funding comes on top of a previous €5.5 million allocation.
Saiz said the measure demonstrates the government’s “commitment” to protecting vulnerable people. Critics, however, argue that it effectively rewards what they describe as a mass illegal border incursion that challenged Spain’s sovereignty while thousands of Spanish children continue to face severe economic hardship.
Madrid Received Warnings—But Responded Too Late
The controversy intensified after reports emerged that Spain’s National Intelligence Center (CNI) had issued several warnings to the Interior Ministry in the days leading up to the border invasion about the risk of a mass crossing.

Intelligence sources cited by Spanish media said the government had been alerted to the possibility of an imminent border breach.
Initially, Interior Minister Fernando Grande-Marlaska claimed the CNI had not provided sufficient advance warning. However, leaders of the conservative Vox party immediately accused the government of withholding information and failing to act despite receiving intelligence alerts.
Minister Elma Saiz later argued that no intelligence report had predicted the scale of the crisis, which reportedly involved more than 50,000 arrivals in a single day. Nevertheless, the distinction between not knowing the exact number of arrivals and receiving repeated warnings of a high-risk border event has fueled intense political debate.
Moroccan Intelligence Agents Among the Migrants
Spanish authorities have also confirmed the presence of Moroccan intelligence operatives among those who crossed into Ceuta.
According to Spain’s Guardia Civil, members of Morocco’s security services were identified among the immigrants entering Spanish territory. Officials believe their mission was to observe Spain’s border security and response capabilities in real time.
Videos published by multiple media outlets and eyewitness accounts also showed Moroccan border officers allowing, and in some cases facilitating, the movement of large groups of young men toward the border using trucks and other vehicles.
Ceuta’s own authorities described the incident as an attack on Spain’s territorial integrity that was, at a minimum, “encouraged or permitted” by Morocco.
The episode fits what many analysts describe as a recurring pattern in which Morocco has used immigration pressure as political leverage against Spain, particularly over the disputed territories of Ceuta and Melilla.

What Are the Government’s Priorities?
This episode reflects an immigration policy that once again prioritizes providing assistance to those who enter the country illegally over strengthening border security and addressing the social needs of Spanish citizens.
The decision to allocate €25 million comes as Spain continues to struggle with persistently high child poverty.
The invasion overwhelmed Ceuta’s already limited reception capacity, forcing local authorities to establish temporary shelters for adults and minors. Madrid’s only response has been to increase funding and ask Spain’s autonomous regions to share responsibility by relocating and caring for many of the migrant minors.

A black migrant who attempted to murder his ex-partner by repeatedly stabbing her in front of their daughter in the middle
of a busy street has been jailed for seven-and-a-half years.
Osarenkhoe Atutie, 26, previously admitted to brutally attacking his estranged partner Victory Atutie on Duke Street in the Leith area of Edinburgh on November 11 last year, leaving her with 12 separate injuries and a collapsed lung.

The attack was only stopped when three bystanders and intervened to stop the vicious assault, restraining Atutie on the ground and holding him in place until the emergency services arrived.
