No he wants more and more retaliation by Iran and to be able to escalate the war, but just like in 1941 in which the main obstacle to enter WWII was public opinion in the US. The US establishment, in fact, felt they needed the attack on Pearl Harbor as a pretext for a decisive entry into turn up the propaganda efforts and cancel all opposition, a war they had been gearing up for anyway and were already supplying Russia. However, that war was already going since 1939 and world opinion was not generally an issue to deter the US from entering it.
