The U.S. Air Force’s recent decision to expand production capacity for the B-21 Raider next generation stealth bomber appears intended to pave the way for a significantly larger fleet than the current program of record. The Department of the Air Force announced a $4.5 billion agreement to increase annual B-21 production capacity by 25 percent, accelerating deliveries while maintaining cost and performance targets. While the official procurement objective remains at least 100 aircraft, details emerging from the agreement between the Air Force and Northrop Grumman indicate that the production ramp-up was deliberately structured to support higher procurement levels should future strategic requirements demand it.
The B-21’s combination of a long range and advanced stealth capabilities, the wide ranging shortcomings of and major delays to stealth fighter programs, and ongoing assessments of its possible employment for air-to-air missiles, have made the possibility of a particularly large fleet appear likely. With fighters increasingly expected to struggle to operate in the Pacific due to their limited ranges, with the F-22 and F-35 having under half the combat radii of Chinese fighter type such as the J-20, a greater reliance on bombers has been assessed to be a viable solution. The larger of China’s two sixth generation fighters, which has made rapid progress in development, is expected to have a combat radius of over 4,000 kilometres, quadruple that of existing U.S. stealth fighter types.
The U.S. Air Force’s first sixth generation fighter type is expected to enter service only in the 2040s, while the B-21 will enter service in 2027. Expected further delays to sixth generation fighter development are expected to increase interest in procuring the B-21 at a higher rate to compensate for the lack of peer level fighters to China. The possibility of acquiring substantially more than 100 B-21s has been discussed within the U.S. Air Force for several years. Senior leaders at Air Force Global Strike Command have repeatedly argued that the original requirement was established under different strategic assumptions, before China’s rapid military expansion reshaped U.S. defence planning.
The latest agreement to expand production also leaves open the possibility of further industrial expansion, with senior defence officials having acknowledged that the establishment of a second production line remains under consideration should future procurement quantities justify the investment. The Air Force may thus new bombers at an even faster pace. The renewed debate on B-21 procurements also reflects growing concerns over the shrinking size of America’s bomber force. During the Cold War, the U.S. Air Force operated hundreds of strategic bombers. Today, however, the inventory consists of 18 B-2 stealth bombers, and around 45 B-1B and 76 B-52H bombers, many of which require extensive modernisation. The U.S.-Iranian conflict initiated in February 2026 has further highlighted the drawbacks which an insufficient stealth bomber fleet size can cause. Major cost overruns affecting the B-52J modernisation program has raised the possibly that it will be canceled, and the funds diverted to facilitate greater B-21 procurements.
