Israel has signed an 8.5 billion-shekel ($2.3 billion) framework agreement to significantly expand illegal settlements across the occupied West Bank, including the construction of approximately 12,000 new housing units and extensive infrastructure projects.
The agreement was signed during an official ceremony attended by Prime Minister Benjamin Netanyahu, Finance Minister Bezalel Smotrich, Israel Land Authority Director General Yehuda Eliyahu, and Yossi Dagan, head of the Shomron Regional Council, which administers numerous Israeli settlements in the northern occupied West Bank.
Israeli Channel 14 described the agreement as a “giant” step that would accelerate settlement construction while “changing the face of the region.”
According to the broadcaster, the investment is expected to provide “significant momentum” to the expansion of settlements and the modernization of roads, utilities and other infrastructure supporting Israel’s settler population in the occupied territory.
Settlement Expansion
The agreement represents one of the largest recent financial commitments to settlement development in the occupied West Bank.
Alongside the construction of 12,000 new housing units, Israeli occupation authorities plan to expand transportation networks and other public infrastructure intended to facilitate further settlement growth.
The project forms part of the Israeli government’s broader policy of deepening its illegal presence across the occupied West Bank through the continued expansion of settlements widely regarded as illegal under international law.
Smotrich, a leading advocate of settlement expansion and the de facto administrator of many civilian affairs in the occupied West Bank, has repeatedly called for accelerating Israeli construction in the territory.
International Law
According to the Israeli anti-settlement organization Peace Now, approximately 500,000 Israeli settlers currently live in settlements across the occupied West Bank.
A further 250,000 settlers reside in settlements built in occupied East Jerusalem.
The United Nations has consistently affirmed that all Israeli settlements established in territories occupied since 1967 violate international law.
Successive UN Security Council resolutions have stated that the settlements have no legal validity and constitute a major obstacle to a just and lasting resolution of the Palestinian question.
Expansion amid Escalation
The latest agreement comes as Israeli military operations and settler violence continue to intensify across the occupied West Bank alongside Israel’s ongoing genocide in Gaza.
Palestinian officials and human rights organizations have repeatedly warned that continued settlement construction, land confiscation and infrastructure expansion are steadily fragmenting Palestinian territory while reducing the prospects for any negotiated political settlement.
The new investment signals that, despite mounting international criticism, Israel intends to accelerate settlement construction and further entrench its control over the occupied West Bank.
