The tragic death of 18 year-old Henry Nowak in Southampton last December should have been a straightforward case of justice: a killer brought to account after stabbing a young man stabbed to death. Instead, bodycam footage released after Vickrum Digwa’s life sentence has exposed something far more disturbing and familiar.

Henry, bleeding out from multiple stab wounds, repeatedly told officers he had been stabbed and could not breathe. Their response? Handcuff him while giving credence to Digwa’s claim of a racist attack. A close family friend has now publicly criticised the training that led officers to side with a false racist slur over a dying teenager. This statement, issued with the family’s apparent blessing, directly challenges attempts to shut down debate by claiming the family do not want it politicised.

Prime Minister Keir Starmer and others have denied two-tier policing exists, calling such concerns baseless or exploitative. But the patterns and the institutional incentives tell a different story.

The Macpherson legacy: from fixing racism to institutionalising it

After the 1999 Macpherson Report into Stephen Lawrence’s murder, UK policing underwent a transformation. Institutional racism was defined broadly as unwitting prejudice through ignorance or stereotyping. The response: mandatory race awareness training, diversity initiatives and a shift away from colour-blind professionalism toward race-conscious ‘equity’.

This was meant to rebuild trust. Decades later, with post-2020 intensification via the National Police Chiefs’ Council guidance, unconscious bias training, anti-racism modules and allyship guidance, we see the over-correction. Officers operate under an incentive structure where misjudging a situation in the wrong racial direction carries career-ending risks. Failing to prioritise victim care? Less so if it avoids racism accusations.

The result in Henry’s case: deference to the suspect’s narrative over evident reality. Hampshire Police’s DEI emphasis reportedly created pressure to adopt specific ideological framings. This is not isolated. We have seen grooming gang scandals delayed by fears of racism, differential protest handling and recurring claims of uneven justice.

The DEI training received across the entire establishment has created a form of unconscious bias that blinds senior figures to what is obvious to everyone else: the law is not being applied equally in the UK. Government denials mirror the defensive posture of institutions captured by their own reforms. If senior figures and forces have steeped themselves in unconscious bias frameworks that frame disparities primarily through power-and-privilege lenses, it produces motivated reasoning: downplay patterns that challenge the narrative, attribute outcomes to anything but the training itself.

A tale of two apologies: tone and priorities

A striking illustration comes from Hampshire Chief Constable Alexis Boon himself. On Wednesday he apologised to Henry’s family for the handcuffing and arrest as he lay dying. The tone was measured, focused on procedure and awaiting the IOPC investigation, with Boon describing the footage as distressing but stopping short of deeper accountability or offering his resignation.

Contrast this with Boon’s earlier role as a Metropolitan Police Commander after armed officers legally shot Chris Kaba, a black drug dealer and gang member who had fired shots at a nightclub and then tried to drive a car at police. In that video statement, Boon offered heartfelt condolences, expressed deep community trauma and emphasised cooperation with investigations in a notably more emotive, grovelling manner.

This contrast highlights how institutional responses can differ based on the racial dynamics at play, potentially reflecting the very unconscious biases reinforced by years of DEI training. When the victim is white and the suspect non-white, caution and restraint dominate. When the deceased is from a minority background in a police incident, public statements lean heavily into sympathy and reassurance to affected communities.

Evidence of disparities and institutional blind spots

Data on UK policing are nuanced. Ethnic minorities often face higher stop-and-search rates (justified by crime correlations in some areas) yet, in sentencing, patterns vary, with some groups receiving longer averages in certain offences after controls.

What persists is public perception of unfairness, reinforced by selective responses. The 2024 Southport riots saw rapid action and tough rhetoric. Earlier events like BLM had different optics. In Henry’s case, protests followed the footage, with officers injured, prompting more focus on far-Right exploitation than root causes.

The family friend’s statement cuts through the noise: shame at training that prioritised politics over a dying young man’s humanity. Henry’s father has called for a full, fearless and transparent investigation into police handling, describing the contrast in treatment as unbearable.

The family’s clear message

As one close family friend stated yesterday:

Shame on the monster who took you, shame on the police officer who should have helped you and shame on the organisation that trained the police officer to side with an incorrect racist slur over a dying young man.

The Nowak family are clearly unhappy that their grief is being exploited by the Government and others to shut down legitimate questions and public discussion about policing failures. The friend’s statement suggests the family are increasingly angry that their loss is being used as an excuse to dodge hard questions about the officers’ training and institutional priorities. Starmer and others are on notice. Notably, there are no public reports of the Prime Minister, the Home Secretary or Chief Constable Boon personally meeting the family beyond issuing statements and the recent apology.

Post-Macpherson reforms addressed real failures in the Lawrence investigation. But good intentions produced new failures: a chilling effect where basic duties yield to racialised caution. This is institutional bias in reverse, not the crude 1970s variety, but a sophisticated, well-intentioned form embedded in policy, recruitment and mandatory sessions.

We need independent scrutiny of these training impacts. Do they improve outcomes or erode equal application of the law? Public trust demands colour-blind policing: protect victims and pursue offenders without demographic scorekeeping.

Henry Nowak’s death, and the mishandling of his final moments, should force a reckoning. Not to divide, as some claim, but to restore impartiality. Families grieving deserve answers, and they don’t deserve to be shields against legitimate questions about why training failed a British teenager.

The Lawrence inquiry sought accountability. Repeating defensive denial decades on risks the same institutional failures, just with reversed victims.
