I think the control they want is too big to establish without first capturing society and the political process in the same way Stalin and the Nazis did. They would need totalitarian control and then do these things, whereas they do these things incrementally to try to gain that totalitarian control.
The problem that makes this difficult for them is the totalitarianism they want only serves a few people, not enough to gain mass appeal, and they have to trample on and sometimes destroy too many people to achieve it. The numbers are against them, and while they have the money now to corrupt the people who run society the economic collapse ahead will likely end their run.
