The moment the British government began proscribing political movements as terrorist organisations, rather than just militant groups, it was inevitable that saying factual things, making truthful statements, would become a crime.
And lo behold, here we are.
The Terrorism Act 2000 has a series of provisions that make it difficult to voice or show any kind of support for an organisation proscribed under the legislation, whether it is writing an article or wearing a T-shirt.
Recent attention has focused on Section 13, which is being used to hound thousands of mostly elderly people who have held signs saying: “I oppose genocide, I support Palestine Action.” They now face a terrorism conviction and up to six months in jail.
But an amendment introduced in 2019 to Section 12 of the Act has been largely overlooked, even though it is even more repressive. It makes it a terrorism offence for a person to express “an opinion or belief that is supportive of a proscribed organisation” and in doing so be “reckless” about whether anyone else might be “encouraged to support” the organisation.
It is hard to believe this clause was not inserted specifically to target the watchdog professions: journalists, human rights groups and lawyers. They now face up to 14 years in jail for contravening this provision.
When it was introduced, six years ago, Section 12 made it impossible to write or speak in ways that might encourage support for groups whose central aim was using violence against people to achieve their aims.
The law effectively required journalists and others to adopt a blanket condemnatory approach to proscribed militant groups. That had its own drawbacks. It made it difficult, and possibly a terrorist offence, to discuss or analyse these organisations and their goals in relation to international law, which, for example, allows armed resistance – violence – against an occupying army.
But these problems have grown exponentially since the Conservatives proscribed Hamas’ political wing in 2021 and the government of Keir Starmer proscribed Palestine Action in 2025, the first time in British history a direction-action group targeting property had been declared a terrorist group.
Now journalists, human rights activists and lawyers face a a legal minefield every time they try to talk about the Gaza genocide, the trials of people accused of belonging to Palestine Action, or the hunger strikes of those on remand over attacks on weapons factories supplying killer drones to Israel.
Why? Because saying truthful things about any of these matters – if they could lead a reader or listener to take a more favourable view of Palestine Action or the political wing of Hamas – are now a terrorist offence. Any journalist, human rights activist or lawyer making factual observations risks 14 years behind bars.
Few seem to have understood quite what impact this is having on public coverage of these major issues.
A month and a half into the hunger strike by eight members of Palestine Action – the point at which people are likely to start dying – the BBC News at Ten finally broke its silence on the matter. That was despite the hunger strike being the largest in UK history in nearly half a century.
There are clear political reasons why the BBC had avoided this topic for so long. It prefers not to deal with matters that directly confront the legitimacy of the government, which funds it. The BBC is effectively the British state broadcaster.
But in a naturally spineless organisation like the BBC, the legal consequences have clearly weighed heavily too. In a recent short segment on the hunger strike, BBC correspondent Dominic Casciani carefully hedged his words and admitted to facing legal difficulties reporting on the strike.
In these circumstances, news organisations make one of two choices. They simply ignore factual things because it is legally too dangerous to speak truthfully about them. Or they lie about factual things because it is legally safe – and politically opportune – to speak untruthfully about them.
The so-called “liberal” parts of the media, including the BBC, tend to opt for the former; the red-tops usually opt for the latter.
The government itself is taking full advantage of this lacuna in reporting, injecting its own self-serving deceptions into the coverage, knowing that there will be – can be – no meaningful pushback.
Take just one example. The government has proscribed Palestine Action on the grounds that it is a terrorist organisation. It has justified its decision by implying, without producing a shred of evidence, that the group is funded by Iran, and that its real agenda is not just criminal damage against arms factories but against individuals.
Any effort to counter this government disinformation, by definition, violates Section 12 of the Terrorism Act and risks 14 years’ imprisonment.
Were I to conduct an investigation, for example, definitively showing that Palestine Action was not funded by Iran – proving that the government was lying – it would be a terror offence to publish that truthful information. Why? Because it would almost certainly “encourage support” for Palestine Action. There is no fact or truth exemption in the legislation.
Similarly, the government has suggested that the current “Filton Trial” – which includes discussions of events in which a police officer was injured during a struggle over the sledgehammers being used to destroy the Elbit factory’s weapons-producing machinery – demonstrates that Palestine Action was not just targeting property but individuals too.
Were I to try to make the case that the alleged actions of one individual – only one person is charged with assault – prove nothing about the aims of the organisation as a whole, I would be risking a terrorism conviction and 14 years’ imprisonment. Which is one, very strong reason not to make such an argument.
But in the absence of such arguments, the reality is that social media is awash with posts from people echoing outrageous official disinformation. This spreads unchallenged because to challenge it is now cast as a terrorism offence.
In truth, since proscription, any statements about the political aims of a deeply political organisation like Palestine Action occupy a grey area of the law.
Is it a terrorism offence to point out the fact, as I have done above, that Palestine Action targeted Elbit factories that send killer drones to Israel for use in Gaza. In doing so, may I have “recklessly” encouraged you to support Palestine Action?
Can I express any kind of positive view about the hunger strikers or their actions without violating the law?
The truth is that the law’s greyness is its very point. It maximises the chilling effect on those who are supposed to serve as the public’s watchdogs on power: journalists, human rights groups, lawyers.
It allows the government – through complaint police forces – to selectively pick off those dissenting individuals it doesn’t like, those without institutional backing, to make examples of them. This is not conjecture. It is already happening.
Police escalate the British state’s war on independent journalism

The UK government and police – the British state – made clear today they are waging a war of intimidation against the country’s independent journalists in a desperate attempt to silence them.
The abuse of the Terrorism Act discourages research, analysis and critical thinking. It forces all journalists, human rights activists and lawyers to become lapdogs of the government. It creates a void into which the government can spin events to its own advantage, in which it can avoid accountability and in which it can punish those who dissent. It is the very antithesis of democratic behaviour.
This ought to appall anyone who cares about the truth, about public debate, about scrutiny. Because they have all been thrown out of the window.
And in proscribing Palestine Action, the government has set the most dangerous of precedents: it can outlaw any political group it chooses as a terrorist organisation and thereby make it impossible to defend that group.
That is what authoritarian governments do. That is exactly where Britain is now.

In Canada the government is using the same tactics to suppress all opposition to the genocide and land clearances in Gaza, and to protests against Canada being another dumping ground for the people being driven off their homelands essentially by the same bankster network with particular tribal leanings. They are still persecuting the leaders of the resistance to all of the Covid crimes, and no doubt with Bill C9 which the US-ZOG-backed Liberal Party is pushing through our Parliament, they will characterize any speech, expression or protest which criticizes or challenges any government law, mandate, position, or policy as “hate speech” generating “terrorist” sentiments, and arrest, debank, and imprison anyone harboring any views they deem as “hateful”.
The Conservative Party in Canada is putting up their typical wimpish opposition to the Bill. While they find the “aims” of the Liberal government “laudable” they think that with Canada’s far-reaching Criminal Code all of the tools to suppress virtually any conduct or speech the authorities deem unfit, any new laws are not necessary. A “laudable” aim of our laws to banish “hate”? How else are we to banish crimes, injustices and harms against the innocent and the oppressed unless we actually revile and detest such conduct and make the actual perpetrators accountable? Or are such feelings only to be the privilege of our corrupt ruling class.
The new laws are aimed also at religious groups and against the use of religious content and even prayer in public deemed to be “hateful”. It is really aimed at labeling any public condemnation of the perpetrators of crimes protected by our governments as hateful and illegal. Even if you were to protest against the crimes of Israel in Gaza that would be deemed as hateful against Jews, and the same for protesting the use of our nations as a dumping ground for their victims. Using biblical or religious authority to condemn as hateful to God any LBGTQ conduct or government-promoted transgenderism, they could arrest you and throw you in jail for years.
Face it. We are ruled by monsters who have no morals or decency in them. They rule mainly through lies, fear, and oppression. They know that any open expression against their crimes and evils is a unifying force against them. If they can isolate and suppress our natural feelings of revulsion against the crimes and injustices they endorse and perpetrate at home or abroad, then (as in our FAKE Parliament) they will have no real opposition coming from the people, and they can continue unabated to fleece us with their taxes, and to kill anyone they deem as “unwanted” or a “burden” to their failing systems.

Between 2021 and 2023 there were 104,000 foreign national convictions in England and Wales – including tens of thousands of sexual offences, massive numbers of child rapes by migrant gangs violent crime, and drug offences.

Mar 10, 2025 New analysis by the Centre for Migration Control has revealed that there were over 100,000 migrant convictions between 2021 and 2023. Never-before-seen data reveals the scale of the migrant crime crisis gripping the UK and shows which nationalities are driving the surge.
Headline figures
104,000 foreign national convictions took place between 2021 and 2023.This includes 38,413 for crime relating to violence, sexual assault, drugs and theft.
Foreign nationals were convicted for sexual offences a rate 71% higher than that of the British population, 69% for drug-related crime, 25% for theft, and at 39% for all crime types.
The top five nationalities by conviction per 10,000 were: Albania, Moldova, Congo, Namibia, and Somalia.
For sexual offences by migrant gangs the top five nationalities were: Afghanistan, Eritrea, Namibia, Chad, and Moldova.
There were 87 nationalities with a higher conviction rate for sexual offences than the British population. In 2024, these nationalities were awarded 557,041 long-term visas by the Home Office.
Total convictions
There were 872,488 criminal convictions recorded on the Police National Computer between 2021 and 2023.
833,522 of those convicted had identifiable nationality information. Foreign nationals accounted for 104,000 of these, and those individuals about whom no nationality information was held accounted for a further 38,966. This means that migrants accounted for between 12.5% and 16.4% of convictions in England and Wales, despite census data showing they are just 9.3% of the population.
in 2023 alone there were 35,400 migrant convictions and a further 12,600 where the nationality of the offender was unknown. This means that migrants accounted for between 12.85% and 16.6% of convictions.
in raw numbers the top ten nationalities for overall convictions (2021-23) were:

However, if we take the number of convictions per 10,000 of the population there is a vastly different picture:
Overall, there were 66 nationalities with a higher conviction rate than the British population. The 25 nationalities with the highest conviction rates were awarded 62,087 long-term visas in 2024.
Sexual offence convictions
There were 16,771 convictions for sexual offences, with a known nationality, between 2021 and 2023 and migrants accounted for 2,500 of these. This is 15% of sexual offence convictions during this time period.
A further 1,652 convictions were of individuals where the nationality was “unknown”. This means that between up to 23% of all sexual offence convictions could have been of foreign nationals.

The UK has an acute problem with effectively prosecuting and convicting perpetrators of rape and sexual offences. Between 2021 and 2023 there were 535,500 sexual offences recorded by the police. This means the conviction rate is just 3.1%.
Overall, there were 87 nationalities that had a higher conviction rate than the British population. In 204, the 25 nationalities with the highest sexual offence conviction rates were awarded 52,486 long-term visas. All nationalities with a higher conviction rate than Britain were awarded 557,041 long-term visas in 2024.
Violent crime convictions

There were 93,401 convictions for violent crime between 2021 and 2023 where the individual had a known identity. Foreign nationals accounted for 8,230 of these.
A further 3,425 convictions were of individuals with an “unknown” nationality. This means that foreign nationals accounted for between 8.8% and 12% of violent crime convictions between 2021 and 2023.
The top 10 nationalities, in raw numbers, were:

Overall, there were 59 nationalities with a far higher conviction rate for violent offences than the British population. The 25 nationalities with the highest conviction rate for violent offences were awarded 38,210 long-term visas in 2024.
Drug convictions
Between 2021 and 2023 there were 104,103 convictions for drug-related offences with an identifiable nationality. Of this number, 13,500 were migrant convictions which accounts for 14.75% of the total figure.

A further 2,926 convictions were of individuals with an “unknown” nationality. This would mean that up to 15.3% of drug-related convictions were of foreign nationals, despite them accounting for just 9.3% of the population of England and Wales.
There were 71 nationalities that had a higher conviction rate for drug offences than the British population. In 2024, the top 25 of these nationalities were awarded 39,251 long-term visas.
Foreign nationals were convicted of drug related offences at a rate that is 69% higher than the British population.
Between 2021 and 2023 there were 108,132 convictions for theft in England and Wales with an identifiable nationality. Of these, 12,320 were of foreign nationals (11.4%). A further 1,545 were of individuals with an “unknown” nationality, meaning foreign nationals could have accounted for up to 12.6% of all theft convictions.

There were 48 nationalities that had a higher conviction related for theft than the British population. The top 25 nationalities were awarded 36,345 long-term visas in 2024.
Foreign nationals were convicted for theft at a rate that was 25% greater than the British population.
Further data points
In 2023, foreign nationals accounted for 1,479 of the 11,798 convictions for possession of a weapon (12.5%) and therefore at a rate 46% greater than the British public. There were 71 nationalities with a higher conviction rate per 10,000 than the British public. The top 10 were as follows: n 2023, foreign nationals were convicted for robbery at a rate that was 33% higher than the British public.

The data was provided to the Centre for Migration Control by the Ministry of Justice and Courts and Tribunal Service.
The full text of the Freedom of Information Request, submitted 17th January 2025, was as follows:
“Please provide information on the total number of convictions recorded across the UK (or England and Wales dependant on how the data is recorded) for the years 2021, 2022, 2023, and 2024.
Please break convictions down by notifiable offence type and the type of conviction recorded (custodial sentence, suspended sentence, community order, discharge, fine etc)
For each year and each offence type, please also break down the number of convictions by each nationality – information that I am aware is recorded. e.g 2022: Violence Against the Person: Spanish 212, Mexican 76 and so forth.
For each year please also break down each type of conviction by nationality. e.g. 2021, Custodial sentences: Polish 414, Canadian 600 and so forth.”
The data was extracted from the Police National Computer (PNC).
For individuals with dual nationality, their first nationality is recorded. For individuals with a conviction for multiple offences, the data provided only provides their primary offence.
A large number of other convictions take place that are not recorded on the PNC and may be pursued by other prosecuting authorities than the CPS. These account for hundreds of thousands of summary motoring offences and almost always result in a fine – as demonstrated in the chart below.
For example, the data received by the CMC accounts for 288,482 convictions in 2023. Whilst the MoJ’s Criminal Justice System statistics series shows 1.1m convictions this year. However, 666,590 of these were for summary motoring offences and another 256,681 were for summary non-motoring offences. A large number of these convictions will have been pursued by alternative prosecuting authorities. This is demonstrated by the fact that in 2023/2024 the CPS achieved 347,005 convictions, a figure which matches the data provided to the CMC (especially when we factor in that it is only an individual’s primary offence which is reflected in the data). Indeed, the data given to the CMC on convictions for violence, sexual offences, robbery, theft, criminal damage, drug offences, weapon possession, fraud, and public order is in perfect concord with the data available through the CJS statistics series. It is therefore perhaps most appropriate to describe convictions discussed in this report as “serious crime”.
