This is rank BS, very poorly composed. Utterly dependent of self-justification, it is facetiously lost for context. In short, it will make do with anything, for nothing it grabs at is substantive: any old cant will do.
Such fantasies as this, with their word salad of catchy terms and their too-slick graphics, are part of the problem, not the solution.

Story by James Knuckey A migrant caught running a cannabis factory has been told to pay back just £10. Fatjon Hallaci, from Albania, was sentenced to five years and seven months in prison earlier this year after admitting producing class B cannabis in Norfolk.
He also pleaded guilty to other charges, including being concerned in the supply of class B drugs, in connection with offences in Kent in 2023, reports say. On Monday, a judge ordered Hallaci, of no fixed abode, to pay back £10 or spend a fortnight imprisonment in default. The 33-year-old was at Norwich Crown Court for a Proceeds of Crime Act (POCA) hearing.
