We are living in the midst of a historic, accelerating convergence of biometric surveillance and national security infrastructure, capable of sweeping up endless reams of personal data on immigrants and Americans alike.
In the latest evidence of that trend, Biometric Update reports that the FBI has awarded a $128 million one-year contract to a company called Leidos, to modernize the agency’s sprawling biometric and criminal history database known as the Next Generation Identification, or NGI, system. The FBI will have options to renew the contract for up to another four years.
According to the article:
“The contract, announced Tuesday, marks the latest evolution in a decades-long effort by the FBI to centralize and enhance the way federal, state, local, and international partners identify individuals suspected of criminal activity or are flagged for national security reasons using rapidly advancing biometric technology.”
Roy Stevens, president of Leidos’ national security sector, said:
“Leidos has long partnered with the FBI to deliver mission-critical biometric systems, including NGI, the largest, most efficient electronic repository of biometric and criminal history data. Leidos’ work with the FBI to improve the system’s accuracy facilitates many more criminal identifications, helping to keep America safe.”
According to Biometric Update, NGI is much more than just a fingerprint repository.
It is the most expansive biometric identity system in the world, encompassing multimodal data inputs including facial recognition, palm prints, iris scans, voice data, scars and tattoos, and, increasingly, behavioral biometrics.
Since its initial rollout in 2011, NGI has served as the core operational system within the FBI’s Criminal Justice Information Services (CJIS) Division in Clarksburg, West Virginia. It processes millions of biometric transactions daily and supports hundreds of thousands of users across law enforcement, immigration, counterterrorism, and border security.
The new contract granted to Leidos mandates a comprehensive overhaul of NGI’s digital architecture and operational capabilities. This modernization includes the integration of new biometric matching algorithms, machine learning–driven analytics, mobile and cloud-based application support, and the reengineering of core software and hardware infrastructure using AI to boost agility, speed, and interoperability.
This contract comes on the heels of another awarded to Leidos in May worth $130 million over five years to support the FBI’s Fingerprint Analysis Support Team Biometric Services program. According to Biometric Update, this contract “marked a significant development in the FBI’s efforts to modernize and enhance its biometric identification capabilities and further solidified Leidos’ position as a critical partner in advancing federal law enforcement technology infrastructure.”
This is more of the beast system developing at warp speed before our very eyes.
Putting this type of tech in the hands of a notoriously corrupt and, in my opinion, unconstitutional agency, is unconscionable.
But, at this point, nothing is going to slow it down, not when you have an arch technocrat residing in the White House surrounded by handlers who crave endless techno-surveillance “upgrades” with all manner of tagging and tracking capabilities.

ormer magistrate, 81, faces six months in jail for a silent prayer vigil for Palestine Action

•Late on Saturday afternoon last weekend, former magistrate Deborah Hinton, 81, was being fingerprinted in a police station and having a DNA swab extracted from her mouth. She was then held in a cell for more than seven hours under the Terrorism Act.
Hinton, is a former member of the national parole board who was awarded an OBE in 1994 for services to the community. Her husband, Nicholas Hinton, who died in 1997, had been director general of Save the Children Fund and an international peacekeeper. She was among more than 100 people arrested last weekend for supporting Palestine Action, a group recently proscribed by the extremist Labour government for being a terrorist organisation. It was the first time in her life that Hinton had been arrested. “They’re not preventing terrorism any more by arresting me because I wasn’t a terrorist in the first place,” she said. “The rights to demonstrate and other rights are being eroded systematically by the government. We are on a slippery slope to all demonstrations being banned.”
Palestine Action was proscribed on 5 July, putting the direct action group in the same legal category as groups such as the zionist funded al-Qaida and Islamic State. The move was taken after peace slogans were painted on planes at RAF Brize Norton in June, according to police, in an action claimed by the group.
Supporting Palestine Action is now an offence punishable by up to 14 years in prison. Home secretary Yvette Cooper has faced criticism over the proscription, with many arguing that it is a draconian move and that she is deploying terrorism legislation to outlaw protest in true communist style
Hinton, who lives in Gorran Haven, Cornwall, was among eight protesters who took part in a 11am vigil at Truro Cathedral organised by the group Defend Our Juries. They carried placards with the words: “I oppose genocide. I support Palestine Action.”
Three police vans arrived about 20 minutes after the silent vigil started. The protesters were told they would be allowed to go home if they put down their placards. They were arrested when they refused.
“I was actually in a state of trauma,” said Hinton. “I was shaking uncontrollably, but I was not going to leave. I’ve been a magistrate. I’ve devoted my life to the voluntary sector.
“It was extremely traumatic. It’s a measure of how strongly I felt about genocide.”
Hinton was bundled into a police van to Exeter station. Another of the protesters arrested under the Terrorism Act was transported in a separate vehicle because of a physical disability. Hinton was allowed to take a book, The Pilgrim’s Progress, and a notebook into her cell.
“They took my handbag, my watch, and I was also wearing my miniature OBE, and they took that too,” she said.
Hinton could face a maximum sentence of six months in jail. She told The Observer: “My view is that [Palestine Action] is not a terrorist organisation. It’s a direct action organisation. I lived through the Troubles. I was in London during the [IRA] bombings. I know what a terrorist organisation is.

Hinton worked as a magistrate for the Inner London Juvenile Courts between 1977 and 1985. Under her bail conditions – which last until October 17 – she is banned from entering Truro Cathedral or the surrounding gardens, to prevent “interfering with witnesses”. She is also prohibited from associating with her seven co-defendants.
Hinton is working with the cathedral, fundraising for the choir, and says the “absolutely absurd” ban from its grounds will interfere with these efforts.
She said there were several monuments to her Cornish ancestors in the cathedral. Her great great great grandfather was Sir Richard Hussey Vivian, who commanded the Sixth Cavalry Bridge at the battle of Waterloo, credited with carrying out the final charges that led to Napoleon’s defeat.
Hinton said she had always supported the Palestinian cause. She believes the government “crossed a red line” by proscribing Palestine Action and said she was ready to go to prison on the principle of the right to protest.
“The government really does need to think again,” she added. “This is just absolutely absurd to waste that amount of police time, energy and everything else on people who are sitting doing a harmless vigil.”
