I am sure Iran can build an ICBM, but there only one reason why you would build an ICBM, and that’s if you have nukes to put on top of it.
There’s one exception to this, and that’s to build an ICBM with hypersonic capabilities, and use kentic, or conventional hypersonic warheads.

It may be useful for Iran to develop the missiles to strike the US but it’s not necessary they do so because the US has bases – targets – all over the Middle East, and it desperately needs the oilfields – more targets – of Saudi Arabia and other Arab republics just for its economy to survive.
Iran striking the US mainland is a bonus but US targets are close.
