It never tried to put out of commission the bulk of them in the unoccupied territories or to made that one of their demands for peace. Russia entered and took over the four Ukrainian oblasts on its western border with the intention of keeping them. Once that was achieved in 2024 they vacated their military support in Syria. The were essentially given the four mostly-Russian-speaking oblasts of Luhansk, Donetsk, Zaporizhzhia, and Kherson in exchange for getting out of Syria making way for the Rothschild-Israeli expansion plan.
