It IS a conspiracy and a conspiracy theory, just not an incorrect conspiracy theory, but people speak before learning the language, so we get this gibberish

He is able to say this on the authority of the facts where it is now irrefutable that the 2019 and 2020 “release” of the SARS-CoV-2 (Covid-19) pathogen, was only a pretext to the real damage and rising death toll coming from the ready-made mRNA vaccines.
To be more precise, “these people” whom Dr. Looney refers to are not as highly organized and intelligent as we generally give them credit for. They are liable to do very stupid things through their unchecked abuses of power and their institutionalized right to lie to and deceive the people.
Not to give them any ideas, but “they” (meaning the plutocrat bosses and sociopaths who control the US military and most of the bi-weapon pathogen labs in the world), it was already suggested that with the dud performance of the Covid lab virus, that we have also now to watch out for them releasing a much more lethal pathogen, where only the elect will have timely access to the vaccines. With their so-called “gain-of-function” experiments with Ebola and the vaccines they have developed, they are capable of spreading that virus and protecting only a few with the vaccines if given in a very short period of the subject bein infected. If population culling is their major objective, and not just money or behaviour control through the DNA-altering, then they may actually be stupid enough to try such a stunt. However, unless they have developed some really lethal airborne strain of the Monkey Pox virus, or they have managed to attach the virus to water droplets to be spread mainly with the use of aerosols (as the US lab creeps managed to do with Ebola about 9 years ago), it is unlikely that Monkey Pox can spread with anything but with physical and intimate contract with an infected person, or by perhaps with a Covid flu vaccine or even with testing equipment in they want to be really creative. We have to remember that with the Covid vaccines the hoi-polloi recipients still do not have even a right to know what substances are contained in the lipid nanoparticle envelopes used for the mRNA vaccines, let alone the actual risks.
During Covid in 2020, their lack of control and stupidity was revealed with their crude and heinous tactics of deliberately withholding proven treatment protocols from the very vulnerable with serious symptoms. They did that so that more people would die in order to sustain the plandemic scare, and then, when that was not enough, by mid 2020 the major culprit and Covid “leader nations” (the US, the UK, and France) began wildly to exaggerate mortality numbers to over five times the world average in their global dashboard postings. That was the basis of the continuing fraud, and they let their puppet governments, fake medial scientists, and the mainstream media carry the day with all of the scare tactics and fakery to impose their mRNA vaccines on us since. These people, all of whom operate in an environment with no real moral or legal limits imposed on them by the people, clearly will do anything they want to the people, and that is why motive is so important to discern.
As for the actual source of this particular pathogen called Monkey Pox which supposedly comes out of Africa, we are warned by O’Looney, that its death toll and horrors likely are being exaggerated in order to flog another toxic vaccine on us, “to make us safe”, and that it will be the vaccine which will do most of the killing. Of course, we also find that mRNA-A-LNP and mRNA-B-LNP (DNA-altering and likely also immune-destroying) are the recommended vaccines, which focus the motive mystery back to the three Western plutocrat big sisters of population culling, money, and genetic behaviour modification, none of which motives “coincidentally” are mutually exclusive.
As for the “source” issue of Monkey Pox, everything will be done to defect the finger away from the US bioweapon labs all around the world. That has been done by most of the political representatives and “official” experts put onstage mainly by the US deep state and their controlled opposition regarding the Covid virus. Even Dr. Mikolaj Raszek on YouTube appears to be controlled opposition on the actual source issue of the SARS-Cov-2 bioweapon virus. Sure, he is great at tracing the menagerie of mutations of the virus since 2020, where the microbiology coders can correlate the various degradations. However, he pulls his horns in for any blame directed at the US in the development and release of the virus, by saying its origin was from bat caves near Wuhan, and then developed in various strains in the Wuhan lab, which is an outright lie, and which also directly conflicts with the US-patent evidence going back now over 20 years, and subsequent farming out by the US military first to the “safety lab” at Chapel Hill, at the University of North Carolina (years before 2015 as they also lie), and then to other labs in North America, for their gain-of-function tailoring well before 2015. Only, shortly before 2020 did Fauci and his gang of criminal outsource the virus to the Wuhan lab. It did not “escape” from that lab. Its release was a very human-controlled and highly-planned operation. It did not spread naturally as with other airborne Coronaviruses.

Things have changed since the CIA made up the expression of “conspiracy theory” to discredit the most plausible explanation for an insider job such as the JFK assassination or the 9/11 false flag.
