In general pre planning by the powers is a constant and relatively universal process. They plan all possible operations on a militarily, economic , as well as political basis for all possibilities and will then use or modify them when the time comes to initate an operation. This is all done for efficiency and speed…..rather then wait out for a time consuming process by the end of which it would be too late to operate.
