It is not as easy as you think. A leader can not act against “common”, “clear” and “accepted” beliefs of his people and their “medical experts”. This is what I call “Tyranny of Experts!”.

The best any leader can hope for is to have a real, effective opposing viewpoint among experts that a good portion of people actively support.
