There does not appear to be a lot of info about this guy on English language websites, but according to this site (below) he is a theology professor from Quebec. He speaks French with a distinctly Canadian / Quebec accent.
Thus apparently he is not a medical doctor, rather more of a theologian. Nevertheless – although I’m not sure where he got his information about this, but it seems pretty chilling on the surface, even if the half of it is true.
