If they hadn’t got so greedy when they had it all yet still wanted more they could’ve ruled for generations. There have been no revolutions since 1917 and the two before that were in the 18th Century.
They need ways to maintain control because their excesses, lust and vice will always lose it for them.

He is saying an enemy could do it and leaving it unsaid that we will need to retaliate, or anticipate it. Yet he knew his own side already was. Everyone knew Russia used to broadcast a 10 Hz signal at the West to cause apathy.
