The president of the Rockefeller Foundation, Dr. Rajiv Shah, is a senior U.S. official who specializes in manipulating “humanitarian relief” as a means of political pressure. He was director of the Bill & Melinda Gates Foundation’s environmental program in Africa and was later appointed by Hillary Clinton as director of the U.S. Agency for International Development (USAID). He would be a member of The Fellowship, the prayer group that brings together the US Chiefs of Staff and Hillary Clinton next to the Pentagon.
The Rockefeller Foundation has presented the “National Covid-19 Testing Action Plan”, indicating the “pragmatic steps to reopen our workplaces and our communities”. However, it is not simply a matter of health measures as it appears from the title.
The Plan – that some of the most prestigious universities have contributed to (Harvard, Yale, Johns Hopkins and others) – prefigures a real hierarchical and militarized social model.
At the top, the “Pandemic Testing Board (PTB), akin to the War Production Board that the United States created in World War II”. The Pandemic Testing Board would “consist of leaders from business, government and academia” (government representatives would not in the first row, but finance and economic representatives being listed in order of importance).
This Supreme Council would have the power to decide productions and services with an authority similar to that conferred to the President of the United States in wartime by the Defense Production Act.
The plan calls for 3 million US citizens to be Covid-19 tested weekly, and the number should be raised to 30 million per week within six months. The goal is to achieve the ability to Covid-19 test 30 million people a day, which is to be realized within a year.
For each test, “a fair market reimbursement (e.g. $100) for all Covid-19 assays” is expected. Thus, billions of dollars a month of public money will be needed.
The Rockefeller Foundation and its financial partners will help create a network for the provision of credit guarantees and the signing of contracts with suppliers, that is large companies that manufacture drugs and medical equipment.
According to the Plan, the “Pandemic Control Council” is also authorized to create a “Pandemic Response Corps”: a special force (not surprisingly called “Corps” like the Marine Corps) with a staff of 100 to 300 thousand components.
They would be recruited among Peace Corps and Americorps volunteers (officially created by the US government to “help developing countries”) and among National Guard military personnel. The members of the “Pandemic Response Corps” would receive an average gross wage of $40,000 per year, a State expenditure of $4-12 billion a year is expected for it.
The “pandemic response body” would above all have the task of controlling the population with military-like techniques, through digital tracking and identification systems, in work and study places, in residential areas, in public places and when travelling. Systems of this type – the Rockefeller Foundation recalls – are made by Apple, Google and Facebook.
According to the Plan, information on individuals relating to their state of health and their activities would remain confidential “whenever possible”. However, they would all be centralized in a digital platform co-managed by the Federal State and private companies. According to data provided by the “Pandemic Control Council”, it would be decided from time to time which area should be subject to lockdown and for how long.
This, in summary, is the plan the Rockefeller Foundation wants to implement in the United States and beyond. If it were even partially implemented, there would be further concentration of economic and political power in the hands of an even narrower elite sector to the detriment of a growing majority that would be deprived of fundamental democratic rights.
The operation is carried out in the name of “Covid-19 control”, whose mortality rate has so far been less than 0.03% of the US population according to official data. In the Rockefeller Foundation Plan the virus is used as a real weapon, more dangerous than Covid-19 itself.

If in fact the creators, planners, and authorities were reacting to a much more deadly virus then their draconian control measures would make some sense. If the measures actually stemmed from a well-intentioned, albeit confused government overreaction, then there would be some room for more tolerance and understanding. We would only see them at least acting in good faith for our protection. However, we find that the virus is nothing but a pretext for the measures. Things are now totally upside down and the pyramid of power must be overturned.
Our “trusted” protectors in our governments, legislatures, health agencies, and the mainstream media have in fact deliberately destroyed millions of jobs and businesses, disrupted timely medical care for millions, caused countless early and unnecessary deaths, curtailed most social intercourse and commerce, created widespread panic, fear, depression, and mistrust, and they have violated and nullified all of our fundamental freedoms and rights – not to protect us from a viral infection but clearly for other ends. It gets worse, and it gets worse not only for what other measures they have planned for us with the control measures we find pre-announced in their documents and conferences, but it will get worse for us on account of what they want to remain hidden regarding what lengths the planners and power moguls will go in executing their plans, i.e., how evil they actually are.
Scratching the surface of the pandemic we discover that their deliberate pre-pandemic planning simply went wrong. Far more vulnerable people were “expected” to die from the virus, and far more people were “expected” to suffer more serious symptoms requiring hospitalization. There can be no clearer evidence of this than the exaggeration of the death numbers in places like the US and Italy, with health agencies actually paying hospitals huge premiums for every death they could label and count to be a result of the Covid virus.
The evil here is not just using the virus as a pretext to justify the lockdowns. No, not by a long shot. Their problem was that the number of deaths they actually found as a result of the virus did not correspond to the script, or to the master plan. In some places instead of just faking the numbers, we find government hospital administrations actually placing elderly people whom they knew to be infected with the virus into unprotected homes or facilities with other elderly and very vulnerable people. The point is that they must have expected the virus they released into the general public to cause more serious symptoms and more deaths. If there was not such a pre-pandemic plan, they would most certainly not have faked and inflated the numbers, and also they would have rejoiced that the numbers were lower showing that virus was not that serious as they allegedly expected based their invalid and bogus review of the Wuhan or Italian numbers in February. Also, in finding the numbers not that serious they would have immediately dropped all of the government restrictions and interference.
Furthermore, we have seen footage in Germany, Britain and all over the US where hospitals and ER’s were evacuated, and special facilities set up to accommodate what they said in March would be a huge number of victims suffering serious symptoms. That did not occur. Instead we encountered mainstream network media fake news at a number of these location describing the places as Covid war zones. Yet, the independent journalists showed the footage of the same places being entirely empty. The plandemic people who let this bug go actually expected far more deaths and far more people to have serious symptoms and they are guilty of many heinous crimes. All of those participating in their protection and carrying on with enforcing the unwarranted government restrictions are no more that criminal accomplices.
The actual planners even expected as a result of their deliberate and intentional planning to kill many more. Because they felt that the deaths were “necessary”, and even though they have had to make due with their paltry poor harvest, what is clearly most important to them are their draconian measures for their control over us. The only question is whether or not the people will wake up in time to take control of their governments, all of which have shown they are answerable to the central planners and not to their people or their bests interests.
