According to Wikipedia, Rosenthal graduated from Cambridge University and Harvard Graduate School, both on scholarships. After working for Congressman Hugh Carey (D-NY) he moved to the office of Senator Walter Mondale (D-MN) where he directed his legislative agenda. After a stint at the Rockefeller Brothers Foundation, Harold returned to the Senate to work for Sen. Jacob Javits. He was definitely an “insider.”
