Programmable central bank digital currency \u2013 CBDCs.<\/p>\n<p>An idea first floated in the mainstream media five years ago this month, discussed in the below article first published five years ago <a href=\"https:\/\/off-guardian.org\/2021\/10\/01\/programmable-digital-currency-the-next-stage-of-the-new-normal\/\">almost to the day<\/a>.<\/p>\n<p>But five years later, where are the CDBCs?<\/p>\n<p>They are apparently still in development. They have been delayed in places, cancelled in others. They\u2019re coming at a snail\u2019s pace, and with markedly degraded enthusiasm.<\/p>\n<p>But why?<\/p>\n<p>Is it a case of violent rejection causing a change in plan, as we discussed with the <a href=\"https:\/\/wp.me\/paXmj6-qz2\">\u201cclimate lockdown\u201d flashback<\/a>? Not really. It was more of a fizzle than a sudden stop.<\/p>\n<p>Maybe it\u2019s another case of a tyrant\u2019s eyes being bigger than their stomach, we\u2019ve seen that before. The General Wesley Clark memo claimed the US Empire would conquer 7 countries in five years, it managed just six and it took them two decades. CBDCs might be similar. A python choking to death on an aligator.<\/p>\n<p>Or maybe the technology just isn\u2019t there, and the excited plans the media were pushing five years ago were the equivalent of an inventor seeing dollar signs before success and rushing out to patent a pencil sketch on a napkin with no proof of concept, let alone reliable results.<\/p>\n<p>It\u2019s potentially a combination of some or all of these things. But it\u2019s also true that the mechanism of the media has changed in that time. There was evidently a belief, at the time, that the public mind was captured to the point the ruling class could just say whatever they want, and the masses would just nod mutely.<\/p>\n<p>Now they know that\u2019s not true. Because we taught them. So they have learned to hide their messaging in acres of white noise and unending nonsense. the revelation of the method has turned into burying the signal. They don\u2019t talk about what they want as loudly anymore, because it turns out some people were listening.<\/p>\n<p>That doesn\u2019t mean anything has changed.<\/p>\n<p>We need to remember the CBDC agenda very much exists. A casual google will give on-going developments on the digital yuan, ruble, won and rupee. The digital euro is plodding along as well.<\/p>\n<p>It\u2019s still there, the desire to control every financial transaction you make, and steer how and where you spend your money. Ultimate control.<\/p>\n<p>It\u2019s still what they want, even if they\u2019ve stopped saying it quite so loud.<\/p>\n<p>KK<\/p>\n<p style=\"text-align: center;\">*<\/p>\n<p>Building on the bitcoin model, central banks are planning to produce their own \u201cdigital currencies\u201d. Removing any and all remaining privacy, granting total control over every transaction, even limiting what ordinary people are allowed to spend their money on.<\/p>\n<p>From the moment bitcoin and other cryptocurrencies first emerged, sold as an independent and alternative medium of exchange outside the financial status quo, it was only a matter of time before the new alternative would be absorbed, modified and redeployed in service of the state.<\/p>\n<p>Enter <a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_bank_digital_currency\">\u201cCentral Bank Digital Currencies\u201d<\/a>: the mainstream answer to bitcoin.<\/p>\n<p>For those who have never heard of them, \u201cCentral Bank Digital Currencies\u201d (CBDCs) are exactly what they sound like, digitized versions of the pound\/dollar\/euro etc. issued by central banks.<\/p>\n<p>Like bitcoin (and other crypto), the CBDC would be entirely digital, thus furthering the <a href=\"https:\/\/off-guardian.org\/2018\/06\/02\/open-source-investigation-the-war-on-cash\/\">ongoing war on cash<\/a>. However, unlike crypto, it would not have any encryption preserving anonymity. In fact, it would be totally the reverse, potentially ending the<a href=\"https:\/\/www.ft.com\/content\/8445e0d5-1f28-4939-923b-4578c00760b6\"> very idea of financial privacy.<\/a><\/p>\n<p>Now, you may not have heard much about the CBDC plans, lost as they are in the tangle of the ongoing \u201cpandemic\u201d, but the campaign is there, chugging along on the back pages for months now. There are stories about it from both <a href=\"https:\/\/www.reuters.com\/business\/finance\/new-money-central-banks-lay-out-operating-manual-digital-cash-2021-09-30\/\">Reuters<\/a> and the <a href=\"https:\/\/www.ft.com\/content\/b102160a-f326-4c17-8005-7d8b57bc7442\">Financial Times<\/a> just today. It\u2019s a long, slow con, but a con nonetheless.<\/p>\n<p>The countries where the idea progressed the furthest are China and the UK. The Chinese Digital Yuan has been <a href=\"https:\/\/en.wikipedia.org\/wiki\/Digital_renminbi\">in development since 2014<\/a>, and is subject to ongoing and widespread testing. The UK is nowhere near that stage yet, but Chancellor Rishi Sunak is keenly pushing forward a digital pound that the press are calling \u201cBritcoin\u201d.<\/p>\n<p>Other countries, including <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-09-29\/new-zealand-exploring-possibility-of-issuing-a-digital-currency\">New Zealand<\/a>, <a href=\"https:\/\/www.reuters.com\/business\/finance\/australia-singapore-south-africa-test-cross-border-cbank-digital-payments-2021-09-02\/\">Australia, South Africa and Malaysia<\/a>, are not far behind.<\/p>\n<p>The US is also researching the idea, with Jerome Powell, head of Federal Reserve, announcing the release of a detailed report on the \u201cdigital dollar\u201d <a href=\"https:\/\/www.reuters.com\/business\/fed-release-paper-central-bank-digital-currency-soon-powell-says-2021-09-22\/\">in the near future<\/a>.<\/p>\n<p>The proposals for how these CBDCs might work should be enough to raise red flags in even the most trusting of minds.<\/p>\n<p>Most people wouldn\u2019t like the idea of the government monitoring <a href=\"https:\/\/www.wsj.com\/articles\/china-creates-its-own-digital-currency-a-first-for-major-economy-11617634118\">\u201call spending in real-time\u201d<\/a>, but that\u2019s not the worst it.<\/p>\n<p>By far the most dangerous idea is that any future digital currency should be \u201cprogrammable\u201d. Meaning the people issuing the money <strong>would have the power to control how it is spent<\/strong>.<\/p>\n<p>That\u2019s not an interpretation or a \u201cconspiracy theory\u201d, just listen to Agustin Carstens, head of the International Settlement Bank, speaking earlier this year:<\/p>\n<div align=\"center\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/rpNnTuK5JJU?si=qgz0RmSTh2_q1smz\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<p>Here\u2019s that quote again, with some emphasis added:<\/p>\n<p style=\"padding-left: 40px;\">The key difference [with a CBDC] is that the central bank would <strong>have absolute control on the rules and regulations that will determine the use<\/strong> of that expression of central bank liability, and the have the technology to enforce that.\u201d<\/p>\n<p>\u2026which tells you not only that they want and are seeking this power, but how they justify it to themselves. They transform <em>other people\u2019s money<\/em> into an \u201cexpression of their liability\u201d, and so consider it\u2019s only right that they control it.<\/p>\n<p>An article in the Telegraph, back in June, was just as candid [our emphasis]:<\/p>\n<p style=\"padding-left: 40px;\">Digital cash could be programmed to ensure it is only spent on essentials, or goods <strong>which an employer or Government deems to be sensible<\/strong><\/p>\n<p>The article goes on to quote Tom Mutton, a director at the BoE:<\/p>\n<p style=\"padding-left: 40px;\">You could introduce programmability [\u2026] There could be some socially beneficial outcomes from that,<strong> preventing activity which is seen to be socially harmful in some way.<\/strong><\/p>\n<p>Governments and employers making sure the money they issue can only be used on \u201csensible\u201d things, and not be used in \u201csocially harmful\u201d ways? It doesn\u2019t take much imagination to see just how this system could evolve and re-shape society into a truly dystopian nightmare.<\/p>\n<p>In China the process is already beginning, with a trademarked lack of subtlety. As they progress toward the release of their digital currency, they are <a href=\"https:\/\/www.wired.com\/story\/chinas-sweeping-cryptocurrency-ban-inevitable\/\">banning all cryptocurrencies<\/a> to remove competition and it\u2019s already known the<a href=\"https:\/\/www.theblockcrypto.com\/post\/110377\/china-digital-yuan-test-programmable-chengdu\"> digital yuan will be programmable<\/a>.<\/p>\n<p>The West\u2019s approach will probably be less direct, but no less controlling for that.<\/p>\n<p>Britcoin will likely be programmed in only \u201cspecial circumstances\u201d. Starting, as the Telegraph says, with state benefits. They will be flagged to be spent only on \u201cessentials\u201d. (Of course, if <a href=\"https:\/\/www.jrf.org.uk\/universal-basic-income-good-idea\">Universal Basic Income<\/a> is put in place, then it\u2019s possible the majority of people could end up on \u201cstate benefits\u201d.)<\/p>\n<p>It\u2019s also not hard to see programmable money feeding into the \u201cprotect the NHS narrative\u201d, where people aren\u2019t allowed to spend state money on sugar, cigarettes or alcohol. Or people on organ waiting lists, or diagnosed with certain conditions, have their wages and spending controlled.<\/p>\n<p>By and large, however, it is the nature of British tyranny to be unofficial. So the UK government will make a big show of renouncing their own power to program the money, thereby positively contrasting themselves with China\u2026but at the time will take no steps to prevent large companies \u201cprogramming\u201d the wages they issue.<\/p>\n<p>So, while the state controls the digital yuan in China, the digital pound will be subject to corporate control and used to enforce the unspoken state-corporate partnership that defines true fascism.<\/p>\n<p>It will likely start in small, predictable ways designed to \u201climit competition\u201d. McDonald\u2019s, for example, will make it impossible to spend their wages at Burger King, and vice versa. Coke and Pepsi. Starbucks and Costa. You get the idea.<\/p>\n<p>We\u2019ve witnessed the rise of cancel culture, the cultivated age of identity politics, and virtue signalling. Well, imagine how programmable currency fits into that. Companies could commit to \u201ccombatting hate\u201d, and stop their employees from donating money to black-listed political parties, religious groups, charities or individuals.<\/p>\n<p>In the age of Covid we have seen how authors\/actors\/singers who step out of line are subject to poisonous witch hunts, but imagine a world where companies could \u201crenounce those who spread misinformation\u201d, by making it impossible to spend wages they issue on art\/films\/music\/books by outspoken critics of the government.<\/p>\n<p>Maybe companies will make it so that employees who aren\u2019t vaccinated have more limitations placed on their wages than vaccinated ones. Maybe an unvaxxed paycheck can\u2019t be spent at cinemas or nightclubs, to \u201cstop the spread of the virus\u201d.<\/p>\n<p>John Cunliffe, deputy director of the Bank of England, told the Telegraph:<\/p>\n<p style=\"padding-left: 40px;\">You could think of smart contracts in which the money would be programmed to be released only if something happened.<\/p>\n<p>So maybe employers will remove choice altogether, and make a negative test and\/or a vaccine booster a prerequisite for unlocking your wages. That could be applied to all kinds of behaviours moving forward.<\/p>\n<p>The World Economic Forum has a clear vision of the future where people <a href=\"https:\/\/off-guardian.org\/2020\/11\/12\/own-nothing-and-be-happy-the-great-resets-vision-of-the-future\/\">\u201cown nothing and are happy\u201d<\/a>, combine that with a <a href=\"https:\/\/off-guardian.org\/2021\/07\/31\/whats-really-behind-the-war-on-home-ownership\/\">prolonged war on homeownership<\/a>, and you can see employers and governments issuing money which can be spent on rent, but not on a mortgage.<\/p>\n<p>Now imagine the nascent <a href=\"https:\/\/off-guardian.org\/2021\/04\/23\/climate-is-the-new-covid\/\">\u201cGreen New Deal\u201d<\/a>. Hard limits on how much money you can spend on petrol, plastic, or meat.<\/p>\n<p>Only X dollars on flights per year. Only Y pounds on beef. All for the good of the planet.<\/p>\n<p>Money will turn from an expression of independence into nothing but a voucher system operated completely at the whim of corporate monoliths.<\/p>\n<div align=\"center\">\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The year is 2030.
