Gen. Avi Bluth recently bragged about killing such large numbers of Palestinians while speaking during a closed forum.

The general “expressed pride” that he had relaxed the rules of engagement for firing at Palestinians from the occupied West Bank trying to cross the massive barrier, or separation wall, to enter Israel in search of work.

Bluth said the current rules of engagement permit soldiers to shoot Palestinians at or below the knee, creating a deterrent effect which he calls a “barrier consciousness.”

“A plasterer in [the West Bank city of] Ramallah earns 1,500 shekels ($510) a month and a plasterer in [the Israeli town of] Ramle earns 7,000 shekels a month, so of course he’s willing to risk being shot in the knee or a week of detention, if he succeeded in crossing over and can work in a bakery,” Bluth explained.

“There are a lot of ‘limping monuments’ in Palestinian villages, of those who tried to [cross the barrier], so there is a price being paid,” he boasted.

The Israeli general also said Palestinians throwing rocks were engaged in “terrorism,” while bragging about how many his troops had killed last year.

Bluth stated the the army discriminates between Jews and Palestinians in its enforcement policy against stone throwers, explaining that when “soldiers fire on Jews,” it has “profound sociological consequences.”

“In 2025, we killed 42 stone-throwers on the roads,” he stated.

While the army has a “shoot to kill” policy for Palestinian stone throwers, the policy does not extend to Jewish settlers illegally living in the occupied West Bank.

Bluth admitted that he did not support troops shooting at Jewish settlers throwing rocks, Haaretz noted, even though the danger is the same. He cited one incident in which his troops shot two people throwing rocks at cars before realizing they were Jewish settlers.

“We hit, for example, two masked Jews. I don’t know if you remember what a ruckus it made,” Bluth said.

The general noted another case in which a soldier shot a 15-year-old rock thrower in the shoulder before he heard him and the group of young men with him speaking Hebrew.

“Luckily, the Jews were not killed,” Bluth commented.

While Palestinians must be shot, Jews should be detained, Bluth argued. “I’m not sure we need to go there, we don’t have to engage in shooting, and yes, it involves discrimination.”

The general also acknowledged discrimination against Palestinians regarding detentions. Palestinians are subject to administrative detention, which involves detaining a suspect for six months without trial. The six-month period can be renewed indefinitely, imprisoning Palestinians for years without a trial or charges.

“You know how many Arab administrative detainees there are? More than 4,000. There’s no administrative detention against Israelis, but there are 4,000 Palestinians in administrative detention,” he stated.

Torture and rape of Palestinians in Israeli prisons and detention centers are rife. “The documented practices involved direct sexual assault, assaults with instruments, and torture focused on the genitals,” Euro-Med Human Rights Monitor reported.

Bluth also told attendees at the forum that the army was using “precise aggression” to prevent an uprising or intifada in the occupied West Bank since the start of the genocide of Palestinians in Gaza in 2023.

At the time, many expected mass Palestinian protests to erupt in the occupied West Bank and East Jerusalem in support of Gaza, similar to those that erupted in 1987 and 2000 to oppose the occupation.

“What is my advantage? It’s that I’m constantly engaging with [the Palestinians], I’m constantly turning villages into conflict zones,” he said.

“So how come there is no intifada? Why don’t they take to the streets? Why is the Palestinian public indifferent? Why are there no riots?” he stated.

He also boasted about killing Palestinian resistance fighters protecting their towns and refugee camps, such as in Jenin and Nablus, claiming they were involved in “terrorism.”

“Of those 1,500 who were killed, 70 percent were carrying arms. The Arabs understand that ‘If someone comes to kill you, kill them first’ is the norm in the Middle East, so we’re killing like we haven’t killed since 1967.”

In 2018, the Israeli High Court ruled that the Israeli military’s firing of live ammunition at Palestinian protesters was lawful. The decision came in response to a petition filed by two Israeli human rights groups, Adalah and Al Mezan. The petition demanded that the court order the Israeli military to stop using snipers and live ammunition in order to disperse Palestinian protests in the Gaza Strip.

At the time, unarmed Palestinian refugees were demonstrating near the Gaza border fence to demand a return to the homes and lands inside what is now Israel.

Following the protests, Israeli snipers speaking to Haaretz bragged about the number of Palestinians they had crippled by deliberately shooting them in the knees.

One sniper said he had the most hits in his battalion: “When I came back from the field, they would ask, ‘Well, how many today?’”

“You have to understand that before we showed up, knees were the hardest thing to rack up. There was a story about one sniper who had 11 knees all told, and people thought no one could outdo him.
