Here\u2019s why."},"content":{"rendered":"<h1 style=\"text-align: center;\"><strong>Kit Knightly \u2013 Off Guardian April 30, 2026<\/strong><\/h1>\n<p>From July of this year, every vehicle registered in the European Union will be required to have driver-monitoring cameras in place. That\u2019s not every new car <em>manufactured<\/em>, but every car <em>registered<\/em>.<\/p>\n<p>The \u201cAdvanced Driver Distraction Warning\u201d (ADDW) cameras are designed to monitor driver behaviour for signs of potential distraction, and then set off a warning if those signs are detected.<\/p>\n<p>It was first announced in 2024 as part of the EU\u2019s \u201cVision Zero\u201d plan to eliminate car-related deaths by 2050.<\/p>\n<p>But it\u2019s not really about that.<\/p>\n<p>It\u2019s never about what they say it\u2019s about.<\/p>\n<p>Here\u2019s where this goes\u2026<\/p>\n<p>Firstly, kiss successful insurance claims goodbye.<\/p>\n<p>Any accident will be blamed on \u201csub-optimal driver performance\u201d, and that time you checked your phone while stopped at a light, or your hands moved briefly from the 10-and-2 or your eyeline wasn\u2019t correctly picked up by the mirror sensor, will be used to blame your fender-bender on you.<\/p>\n<p>This will create a change in accident reporting statistics, spiking \u201cdriver error\u201d as the cause for anything and everything that goes wrong on the road.<\/p>\n<p>This, in turn, will kick off a big \u201cpeople drive dangerously\u201d propaganda push.<\/p>\n<p>Headlines like <em>\u201cADDW data harvesting has shown up 80% of us might be driving more recklessly than we think\u201d<\/em>, or <em>\u201cmost veteran drivers slip in to bad habits, reports show\u201d <\/em>will appear.<\/p>\n<p>Then comes the new legislation to act on this totally fabricated problem.<\/p>\n<p>What is it? It\u2019s re-certification.<\/p>\n<p>That\u2019s not speculation; it already happened. Under new EU rules, <a href=\"https:\/\/transport.ec.europa.eu\/news-events\/news\/modernised-eu-rules-driving-licences-and-driving-disqualifications-enter-force-2025-11-25_en\">passed just a few months ago<\/a>, every driver has to be re-certified and issued a new driver\u2019s license after 15 years. It would be the smallest of tweaks to add <em>\u201cor after Y number of distraction warnings are recorded\u201d<\/em> to that legislation.<\/p>\n<p>The new driver\u2019s licenses will <a href=\"https:\/\/transport.ec.europa.eu\/news-events\/news\/modernised-eu-rules-driving-licences-and-driving-disqualifications-enter-force-2025-11-25_en\">be digital<\/a>, with biometrics included. It\u2019s possible new cars will be undrivable <a href=\"https:\/\/www.ijset.in\/wp-content\/uploads\/IJSET_V13_issue5_212.pdf\">without a scan of your biometric license<\/a>.<\/p>\n<p>Your car\u2019s data will be uploaded to a database, of course. That\u2019s <em>going<\/em> to happen.<\/p>\n<p>\u2026in fact, <a href=\"https:\/\/www.abc.net.au\/news\/science\/2024-10-09\/car-brands-are-tracking-and-sharing-your-data-with-third-parties\/104440742\">it already is<\/a>.<\/p>\n<p>It\u2019s not at all far-fetched to imagine your driver monitoring data getting scanned for errors by an AI, and any detected errors putting points on your license. If you go over a certain number of points, your ability to drive is taken away\u2026pending recertification.<\/p>\n<p>You can appeal, and drive while the appeal takes place. But the appeal fee will be greater than the recertification fee, and if you lose, you have to pay extra legal costs, and you\u2019re subject to an extended driving ban.<\/p>\n<p>This will be covered in the press as a universally Good Thing.<\/p>\n<p>Headlines will celebrate the (almost entirely fictional) decrease in traffic fatalities, whilst baselessly claiming that the smaller number of private vehicles on the road has <em>\u201cimproved pollution levels in the inner cities\u201d<\/em>.<\/p>\n<p>An opinion piece from an anonymous \u201cformer driver\u201d will appear in the Guardian, <em>\u201cI lost my driver\u2019s license, and it\u2019s the best thing that ever happened to me\u201d.<\/em><\/p>\n<p>It will talk up how much money they\u2019re saving on petrol and road tax, and how much fitter they get walking and cycling everywhere and how they know their neighbours <em>so<\/em> well now.<\/p>\n<p>Not forgetting all sorts of cozy anecdotes about the charming characters you meet and life-affirming tableaux you witness using public transport.<\/p>\n<p>Meanwhile, American \u201cjournalists\u201d will wax poetic about the EU\u2019s <em>\u201cforward-thinking system\u201d<\/em>, and the UK press and punditry will talk of \u201clagging behind the EU\u201d, and blame every road accident on Brexit.<\/p>\n<p>Some academics will publish a paper finding that <em>\u201cprivate car ownership has decreased under EU driver monitoring regulations\u201d<\/em>, and this \u201cunintended upside\u201d will be widely applauded.<\/p>\n<p>Cue Buzzfeed: <em>\u201cNew license rules have taken cars off the road, and it\u2019s a good thing.\u201d<\/em><\/p>\n<p>And Vox: <em>\u201cThe EU\u2019s driver\u2019s license law has given us a glimpse of what a car-less future could look like, and it\u2019s beautiful\u201d.<\/em><\/p>\n<p>While all this is going on, there will be persistent white noise on<a href=\"https:\/\/www.newscientist.com\/article\/2435896-driverless-cars-are-mostly-safer-than-humans-but-worse-at-turns\/\"> the safety of \u201crobot drivers\u201d<\/a> vs human drivers, talking up automatic driving software in Chinese electric cars and so on.<\/p>\n<p>Public transport will be increasingly automated too \u2013 whether really automated, or just remotely driven doesn\u2019t matter. The point will be to remove images of people driving from the public sphere.<\/p>\n<p>The important part is you don\u2019t get to decide where you\u2019re going or how you\u2019re getting there.<\/p>\n<p>The end goal will be to inculcate a generally anti-car atmosphere, where even knowing how to drive will be considered somewhat <em>old-fashioned<\/em>.<\/p>\n<p>Middle-class parents will post boast to social media echo chambers that <em>\u201cI never wanted my Jacinda to learn!\u201d<\/em>, and receive bot-fueled applause as a reward. Implausible self-congratulatory anecdotes detailing how <em>\u201cMy eight-year-old just told me he doesn\u2019t want to drive because it\u2019s bad for the planet! Children are so wise!\u201d<\/em> will go viral.<\/p>\n<p>Because the easiest way to trap people is to make freedom uncool.<\/p>\n<p>That might seem like a lot of speculation based on a little information, and in some ways it is, but pattern recognition is important. It\u2019s much easier to put out a fire that hasn\u2019t started yet, and we know they want to burn it all down.<\/p>\n<p>We know they want to end private vehicle ownership; they have <a href=\"https:\/\/www.weforum.org\/stories\/2016\/12\/goodbye-car-ownership-hello-clean-air-this-is-the-future-of-transport\/\">repeatedly said so<\/a>.<\/p>\n<p>Well, this is how they do that. A little at a time, creating atmospheres and environments. Seemingly arbitrary rules and regulations with \u201cunforeseen consequences\u201d.
