{"id":315539,"date":"2025-09-20T05:00:32","date_gmt":"2025-09-20T05:00:32","guid":{"rendered":"https:\/\/www.thetruthseeker.co.uk\/?p=315539"},"modified":"2025-09-21T07:42:21","modified_gmt":"2025-09-21T07:42:21","slug":"digital-id-vietnam-to-delete-86-million-unverified-bank-accounts","status":"publish","type":"post","link":"https:\/\/www.thetruthseeker.co.uk\/?p=315539","title":{"rendered":"Digital ID: Vietnam to delete 86 MILLION \u201cunverified\u201d bank accounts"},"content":{"rendered":"<h1 style=\"text-align: center;\"><strong>Off-Guardian \u2013 Sept 18, 2025<\/strong><\/h1>\n<p>Starting this month, banks all across Vietnam will begin deleting over 86,000,000 bank accounts that have not been \u201cverified\u201d under the countries new digital ID scheme.<\/p>\n<p>The State Bank of Vietnam (SBV) are calling it a <a href=\"https:\/\/vietnamnews.vn\/economy\/1721534\/more-than-86-million-bank-accounts-to-be-terminated-from-september-1.html\"><em>\u201csystem clean-up measure\u201d<\/em><\/a>.<\/p>\n<p>This \u201cclean up\u201d is part of the government\u2019s <a href=\"https:\/\/www.biometricupdate.com\/202407\/vietnams-digital-identity-transformation-taking-shape\">\u201cdigital transformation\u201d<\/a> plan, a drive to \u201cmodernise\u201d the country\u2019s information infrastructure, and more specifically a drive to promote non-cash payments.<\/p>\n<p>Speaking at a <a href=\"https:\/\/vietnamnet.vn\/en\/vietnam-to-close-86-million-inactive-bank-accounts-by-september-2407820.html\">press conference promoting \u201cCashless Day\u201d<\/a> earlier this year, Pham Anh Tuan, Director of the Payment Department at the SBV called it <em>\u201ca data-cleansing revolution\u201d<\/em>.<\/p>\n<p>Central to this \u201crevolution\u201d is the new <em><a href=\"https:\/\/thuvienphapluat.vn\/van-ban\/Cong-nghe-thong-tin\/Nghi-dinh-69-2024-ND-CP-quy-dinh-dinh-danh-xac-thuc-dien-tu-597437.aspx\">\u201cDecree on Regulations for Electronic Identification and Authentication\u201d<\/a><\/em>, passed in July of 2024 and coming in to force July 1st of this year.<\/p>\n<p>Under this new law, all bank accounts \u2013 corporate and personal \u2013 need to be biometrically verified in <a href=\"https:\/\/www.inverid.com\/blog\/vietnam-enforces-biometric-authentication-for-high-risk-banking-transactions\">one of two ways<\/a>:<\/p>\n<ol>\n<li>Using an NFC chip-based identity card, where the facial image is stored in the embedded chip.<\/li>\n<li>Through a level 2 account in the government\u2019s VNeID app. A level 2 account requires submission of a fingerprint scan.<\/li>\n<\/ol>\n<p>Any bank account not verified in this way by September 1st was subject to freezing, and then termination.<\/p>\n<p>So, here we are. 86 MILLION bank accounts forfeited and shut down. What is the justification?<\/p>\n<p>Simple, they are <a href=\"https:\/\/vietnamnews.vn\/economy\/1721534\/more-than-86-million-bank-accounts-to-be-terminated-from-september-1.html\">fake bank accounts for criminal enterprises<\/a>.<\/p>\n<p style=\"padding-left: 40px;\">It aims to prevent common fraud schemes recently, such as fake accounts for receiving money, withdrawals from accounts without proper ownership, or money laundering via digital banking channels.<\/p>\n<p>To quote Pham Anh Tuan again\u2026<\/p>\n<p style=\"padding-left: 40px;\">all accounts without biometric data will be closed to prevent scams and fraud.<\/p>\n<p>For reference sake, the total population of Vietnam is estimated to be about 101 million people.
