The Kremlin has warned that President Joe Biden\u2019s decision to let Ukraine strike targets inside Russia with US-supplied longer-range missiles adds \u201cfuel to the fire\u201d of the war and would escalate international tensions even higher.<\/p>\n

Mr Biden\u2019s shift in policy added an uncertain and potentially crucial new factor to the war on the eve of its 1,000-day milestone.<\/p>\n

It also came as a Russian ballistic missile with cluster munitions struck a residential area of Sumy in northern Ukraine, killing 11 people, including two children, and injuring 84 others.<\/p>\n

Another missile barrage sparked apartment fires in the southern port of Odesa, killing at least 10 people and injuring 43, including a child, Ukraine\u2019s Interior Ministry said.<\/p>\n

Washington is easing limits on what Ukraine can strike with its American-made Army Tactical Missile System (ATACMS), US officials told The Associated Press on Sunday, after months of ruling out such a move over fears of escalating the conflict and bringing about a direct confrontation between Russia and Nato.<\/p>\n

The Kremlin was swift in its condemnation.<\/p>\n

\u201cIt is obvious that the outgoing administration in Washington intends to take steps and they have been talking about this, to continue adding fuel to the fire and provoking further escalation of tensions around this conflict,\u201d spokesman Dmitry Peskov told reporters.<\/p>\n

The scope of the new firing guidelines is not clear.<\/p>\n

But the change came after the US, South Korea and Nato said recently that North Korean troops are in Russia and are apparently being deployed to help the Russian army drive Ukrainian troops out of Russia\u2019s Kursk border region.<\/p>\n

Russia is also slowly pushing Ukraine\u2019s outnumbered army backwards in the eastern Donetsk region.<\/p>\n

It has also conducted a devastating and deadly aerial campaign against civilian areas in Ukraine.<\/p>\n

Mr Peskov referred journalists to a statement made by Russian President Vladimir Putin in September, in which he said allowing Ukraine to target Russia would significantly raise the stakes in the conflict.<\/p>\n

It would change \u201cthe very nature of the conflict dramatically\u201d, Mr Putin said at the time.<\/p>\n

\u201cThis will mean that Nato countries \u2013 the United States and European countries \u2013 are at war with Russia.\u201d<\/p>\n

Mr Peskov claimed that Western countries supplying long-range weapons also provide targeting services to Kyiv.<\/p>\n

\u201cThis fundamentally changes the modality of their involvement in the conflict,\u201d he said.<\/p>\n

Last June, Mr Putin warned that Russia could provide long-range weapons to others to strike Western targets in response to Nato allies allowing Ukraine to use their arms to attack Russian territory.<\/p>\n

He also reaffirmed Moscow\u2019s readiness to use nuclear weapons if it sees a threat to its sovereignty.<\/p>\n

US President-elect Donald Trump, who takes office in about two months\u2019 time, has raised uncertainty about whether his administration would continue the United States\u2019 vital military support for Ukraine.<\/p>\n

He has also vowed to quickly end the war.<\/p>\n
