House Speaker Mike Johnson just handed out some serious ammunition to those who have been saying \u2014 for years, in some cases \u2014 that Joe Biden isn\u2019t actually running the country as president.<\/p>\n

\u201cI\u2019m not sure Joe Biden is actually making these decisions,\u201d the Louisiana Republican said of Biden\u2019s immigration policies during an interview Friday on Fox Business<\/a>.<\/p>\n

Johnson told Maria Bartiromo on \u201cMornings with Maria\u201d that he felt Biden\u2019s staff was preventing him from taking executive action to secure the U.S. border with Mexico.<\/p>\n

Johnson said he\u2019d been trying for weeks to convince the president to re-institute the \u201cRemain in Mexico\u201d policy first put in place by former President Donald Trump<\/a> during his administration and to start building more of the border wall again<\/a>.<\/p>\n

Biden has insisted that he lacks the authority to take those actions \u2014 even though Trump took them and Johnson himself has explained to the president that he already has everything he needs to start securing the border<\/a>.<\/p>\n

\u201cHe knows that he has the authority,\u201d Johnson said. \u201cWe\u2019ve documented it for him.<\/p>\n

\u201cI\u2019ve read to him the law myself \u2014 to the president,\u201d he added. \u201cRead him the provisions of the law and said, \u2018Mr. President, please take action.’\u201d<\/p>\n

Biden nonetheless continues to argue that he cannot act unless Congress does first.<\/p>\n

\u201cI don\u2019t think he\u2019s allowed to do it,\u201d Johnson speculated.<\/p>\n

\u201cI\u2019m not sure Joe Biden is actually making these decisions,\u201d he added. \u201cI think it\u2019s staff around him, and they\u2019re pushing him to hold the \u2014 or to keep the border open.\u201d<\/p>\n

It\u2019s unlikely that the border deal negotiated in the Senate \u2014 which is said to contain additional aid to Ukraine<\/a> \u2014 will be passed by the Republican-controlled House, so if Biden continues to refuse to take executive action on the border, nothing is likely to change until after the November election.<\/p>\n

\u201cThey\u2019ve been trying to work this deal. We\u2019ve heard rumor about it, reports about it. But even as we sit here this morning, Maria, I\u2019ve never seen the text,\u201d Johnson said Friday.<\/p>\n

If the deal is as it has been reported to be, however, Johnson said it was \u201cdead on arrival\u201d in the House.<\/p>\n

There is, of course, the possibility that the deal is better than some have made it out to be, and while Johnson didn\u2019t seem optimistic about that possibility, he said he was open to it.<\/p>\n

\u201cThe devil is in the details. We\u2019ll check it out,\u201d Johnson told Bartiromo. \u201cI\u2019m not prejudging anything, but I\u2019ve told them the necessary elements of H.R. 2 are what are required to get control of the border.<\/p>\n

\u201cI\u2019ve been consistent, and that\u2019s our standard,\u201d he said. \u201cWe\u2019ll be looking for that.\u201d<\/p>\n

Democratic Senate Majority Leader Chuck Schumer has refused to allow a vote on H.R. 2 in the Senate, but said Thursday that the text of the newly negotiated deal would be available this weekend, The Hill<\/a> reported.<\/p>\n
