Sergey Lavrov said power was slipping through the hands of the old order, dominated by Washington, which has long rejected the principle of equality.<\/p>\n

Americans and Europeans \u201cmake all sorts of promises\u2026and then just don\u2019t fulfil them\u201d, he told delegates.<\/p>\n

Quoting President Vladimir Putin, he said the West was \u201ctruly an empire of lies\u201d which even during the battle against Nazism in World War Two, had plotted an offensive against their Soviet allies.<\/p>\n

Soviet and then Russian leaders \u201cwere given concrete political assurances regarding the non-expansion of the NATO military alliance to the east\u201d, which turned out to be pure deception.<\/p>\n

Washington and Brussels have ceaselessly sought to expand their interests and alliances to subordinate the Global South and East, rejecting Russia\u2019s desire for mutual security guarantees, he stated.<\/p>\n

West\u2019s \u2018hybrid war against our country\u2019<\/strong><\/h2>\n

Turning to Ukraine, he said the West had \u201ccontinued its ongoing militarisation of the Russophobic Kyiv regime\u201d, brought to power via a \u201cbloody coup\u201d in 2014 and took that opportunity to \u201cwage a hybrid war against our country.\u201d<\/p>\n

The aim since then, has been the strategic defeat of Russia he argued, with the US-led offensive now stretching into outer space and disinformation online.<\/p>\n

Mr. Lavrov said it was \u201cobvious\u201d that its creation of subordinate alliances was \u201ctargeted against Russia and China\u201d in a bid to sabotage more \u201cinclusive\u201d regional forums.<\/p>\n

He said even in terms of culture, the anti-colonial \u201cglobal majority\u201d has had enough of the Western \u201cyoke\u201d and attacks on their religions, traditional values and sovereignty.<\/p>\n

He saw Russia and China as defenders of a new multipolar architecture \u2013 the ascendent world order \u2013 and now the West is doing all it can to block it.<\/p>\n

\u2018Coercive measures\u2019<\/strong><\/h2>\n

The Russian Foreign Minister decried US-led use of unilateral sanctions and \u201ccoercive measures\u201d, defending Cuba, Venezuela, Syria and others, while Washington continues its effort to \u201cUkrainize\u201d the international agenda.<\/p>\n

He said it was time for full reform of \u201cglobal governance architecture\u201d including UN-led international financial mechanisms and the United Nations\u2019 key bodies \u2013 together with what he said was a Secretariat biased in favour of capitals in NATO and the European Union.<\/p>\n

Mr. Lavrov spoke up for Security Council<\/a> expansion to include Asia, Africa and Latin America.<\/p>\n

He said reform needed to be based on a new, balanced consensus, giving the example of the BRICS bloc of economic powers \u2013 set to expand beyond Brazil, Russia, India, China, South Africa.<\/p>\n

Avoid \u2018large scale war\u2019<\/strong><\/h2>\n

Mr. Lavrov closed his case with an appeal for compromise, saying \u201chumanity is at a crossroads\u2026It is in our shared interest to prevent a downward spiral into large scale war.\u201d<\/p>\n

He invoked the Secretary-General\u2019s call for world leaders to meet and negotiate in the spirit of compromise at this year\u2019s UN General Assembly, \u201cwhen designing our common future for our common good.\u201d<\/p>\n

\u201cThis is an excellent response to those who divide our world up into democracies and autocracies and dictate their neocolonial rules to others\u201d, he concluded.<\/p>\n
