The first\u00a0<a href=\"https:\/\/thecountersignal.com\/the-world-together-who-runs-canada\/\">meeting<\/a>\u00a0was in December 2021, and the second was in March 2022.<\/p>\n<p>It\u2019s unclear how the WHO\u2019s pandemic treaty will affect its 194 member states, including Canada.<\/p>\n<p>The WHO\u00a0<a href=\"https:\/\/www.who.int\/news\/item\/07-12-2022-who-member-states-agree-to-develop-zero-draft-of-legally-binding-pandemic-accord-in-early-2023\">states<\/a>\u00a0the global pandemic treaty will determine future pandemic requirements for individual countries, such as lockdowns, and that these requirements will be \u201clegally binding.\u201d<\/p>\n<p>The WHO says the treaty will be a \u201clegal instrument, rooted in the WHO Constitution, designed to protect the world from future pandemics.\u201d<\/p>\n<p>Article 21 of the WHO\u2019s constitution\u00a0<a href=\"https:\/\/apps.who.int\/gb\/bd\/PDF\/bd47\/EN\/constitution-en.pdf?ua=1\">states<\/a>\u00a0the WHO has \u201cauthority to adopt regulations concerning (a) sanitary and quarantine requirements and other procedures designed to prevent the international spread of disease.\u201d<\/p>\n<p>\u201cOther procedures\u201d presumably include global vaccine passports, which member states have already supported.<\/p>\n<p>However, the WHO also claims the pandemic treaty will \u201crespect sovereignty.\u201d<\/p>\n<p>The draft that resulted from this third meeting includes a provision that\u00a0<a href=\"https:\/\/apps.who.int\/gb\/inb\/pdf_files\/inb3\/A_INB3_3-en.pdf\">reads<\/a>:<\/p>\n<p>States have, in accordance with the Charter of the United Nations and the principles of international law, the sovereign right to determine and manage their approach to public health, notably pandemic prevention, preparedness, response and recovery of health systems pursuant to their own policies and legislation provided that activities within their jurisdiction or control do not cause damage to other States and their peoples.<\/p>\n<p>Conservative MP Leslyn Lewis has been\u00a0<a href=\"https:\/\/thecountersignal.com\/lewis-stands-firm-against-who-global-pandemic-treaty\/\">outspoken<\/a>\u00a0regarding the potential impact a global pandemic treaty could have on Canadians.<\/p>\n<p>In April she said the treaty would allow the WHO to <a href=\"https:\/\/thecountersignal.com\/leslyn-lewis-addresses-who-pandemic-treaty\/\">determine what a pandemic is and when one is occurring<\/a>\u00a0\u2014 even over something non-viral like an obesity crisis.<\/p>\n<p>Earlier this year, the WHO and the German health minister said that countries disobeying regulations dictated by the WHO through their pandemic treaty\u00a0<a href=\"https:\/\/thecountersignal.com\/who-public-officials-consider-using-pandemic-treaty-to-sanction-countries\/\">might need to be
