In Friday remarks before the Uzbek-hosted\u00a0Shanghai Cooperation Organization (SCO) summit, Russian President Vladimir Putin was pressed by reporters over Ukraine\u2019s reportedly successful counteroffensive going on in northeast Ukraine.<\/strong><\/p>\n

Putin responded by\u00a0saying<\/a>\u00a0Russian\u2019s military is\u00a0in \u2018no hurry\u2019 to finish its campaign<\/strong>\u00a0in Ukraine, perhaps to the surprise of the audience, stressing \u201cThe plan is not subject to adjustment\u201d \u2013 while not denying the difficulty the counteroffensive has posed for his forces. \u201cOur offensive operations in Donbas itself do not stop. They are going at a slow pace\u2026 the Russian army is occupying newer and newer territories,\u201d Putin said, and added,\u00a0\u201cWe are not in a hurry \u2026 there are no changes.\u201d<\/strong><\/p>\n

There\u2019s been widespread speculation from Western governments and officials that Russia\u2019s armed forces have taken on immense casualties, with the Pentagon\u00a0last month<\/a>\u00a0putting the figure at 80,000 Russian troops\u00a0injured or killed\u00a0<\/em>\u2013 including the deaths of senior officers and generals. Other independent monitors have\u00a0tended to offer far lower figures<\/a>, but still significant losses. This has served to put pressure on the Kremlin to issue a full declaration of war against Ukraine and thus national military mobilization, something this week an official Kremlin statement said wasn\u2019t as yet under consideration.<\/p>\n

President Putin in the Friday remarks in Samarkand addressed the fact that the Russian \u201cspecial operation\u201d is not yet happening with the\u00a0full strength of the military<\/a>:<\/p>\n

Putin said Russia was\u00a0<\/em>\u201cnot fighting with a full army\u201d\u00a0<\/em><\/strong>but only contract soldiers, and said the main goal of the campaign remained \u201cthe liberation of the entire territory of Donbas\u201d.<\/em><\/p>\n

He accused Ukrainian forces of attempts to carry out \u201cterrorist acts\u201d and damage Russian civilian infrastructure.<\/em><\/p>\n

That\u2019s when he offered some his toughest words of late, coming in the context of the US and NATO appearing to deepen their role even further in support of Kiev forces, saying a more \u201cserious\u201d response is being readied.<\/p>\n

\u201cWe are really quite restrained in our response to this, for the time being,\u201d Putin said.\u00a0\u201cIf the situation continues to develop in this way, the response will be more serious.\u201d<\/strong><\/p>\n
