Vladimir Putin has said that Russia will support the territorial claims of its proxy states in east Ukraine, dramatically increasing the likelihood of a larger war in the near future in what Joe Biden denounced as an attempt to carve out \u201ca big chunk\u201d of the country.<\/p>\n

\u201cWho in the Lord\u2019s name does Putin think gives him the right to declare new so-called countries?\u201d Biden said, announcing new sanctions on two Russian banks and sweeping measures to stop Russia<\/a> raising capital in western markets.<\/p>\n

In a dramatic move Germany halted the approval process for the Nord Stream 2<\/a> gas pipeline from Russia, while the EU and the UK announced sanctions on Russia in a show of concerted western resolve, with EU foreign ministers banning Russian bond trades in the European market. Boris Johnson revealed a package of asset freezes on five Russian banks and three high net worth individuals but faced criticism from his MPs<\/a> for not going further. The UK, US and EU made it clear they were prepared to escalate sanctions in line with Russian actions.k<\/p>\n

On Tuesday evening US secretary of state Antony Blinken said a meeting with his Russian counterpart, Sergei Lavrov, that had been scheduled for Thursday would not go ahead.<\/p>\n

\u201cNow that we see the invasion is beginning and Russia has made clear its wholesale rejection of diplomacy, it does not make sense to go forward with that meeting at this time,\u201d he said.<\/p>\n

Shrugging off threats of economic isolation, Putin enlarged the scope of Russia\u2019s military intervention in Ukraine<\/a>. Speaking at a press conference, he said that Russia recognised the borders claimed by the self-proclaimed \u201cpeople\u2019s republics\u201d which are well beyond the current frontline and include substantial territories, including towns and cities still under Ukrainian government control.<\/p>\n

\u201cWe have recognised the independence of these republics, which means we have recognised all their fundamental documents, including the constitution. And the constitution prescribes the borders within the Donetsk and Luhansk regions at the time when they were part of Ukraine,\u201d Putin said.<\/p>\n

Russian troops have already crossed into Ukraine in the Moscow-controlled territories up to the frontline. Putin\u2019s legalistic remarks implied they could go further in the name of defending their proxy states. Any Ukrainian response could then be used to justify a full-scale, multi-pronged invasion of the kind the US and its allies have been predicting.<\/p>\n

\u201cWe still believe that Russia is poised to go much further in launching a massive military attack against Ukraine. I hope I am wrong about that,\u201d Biden said, noting that Russia has moved supplies of blood towards the border. \u201cYou don\u2019t need blood unless you plan on starting a war,\u201d he said.<\/p>\n

The president said he would send US reinforcements to the Baltic nations on Nato\u2019s eastern flank, but stressed they were \u201ctotally defensive moves on our part\u201d. \u201cWe have no intention of fighting Russia,\u201d he said.<\/p>\n

Russia said on Tuesday it was evacuating its diplomats from Ukraine, citing concerns about their safety. Putin also received approval from his Federation Council on Tuesday to use the armed forces abroad. The decision indicated that they would be used in a \u201cpeacekeeping\u201d force in south-east Ukraine but has raised concerns that Russian legislators have just green-lighted an all-out assault on Ukraine.<\/p>\n

Putin suggested further military action would be unnecessary if Kyiv negotiated with Moscow over \u201cdifficult questions\u201d.<\/p>\n

He laid out three demands of the Ukrainian government: recognition of Russian sovereignty over Crimea, seized in 2014; renunciation of Ukraine\u2019s aspirations to join Nato; and partial demilitarisation.<\/p>\n

The government in Kyiv is unlikely to accept any of Putin\u2019s ultimatums, which would involve surrendering a large swath of territory. Before Putin spoke, Volodymyr Zelenskiy, the Ukrainian president, addressed the country saying: \u201cWe will give nothing away, we fear nothing and nobody.\u201d<\/p>\n

Later he said he was introducing the conscription of reservists for a special period but ruled out a general mobilisation.<\/p>\n

\u201cWe need to promptly replenish the Ukrainian army and other military formations,\u201d he said. \u201cWe must increase the readiness of the Ukrainian army for all possible changes in the operational situation.\u201d<\/p>\n

On a visit to the Pentagon during a trip to Washington, the Ukrainian foreign minister, Dmytro Kuleba, said Putin\u2019s aim was not about Luhansk and Donetsk but \u201cthe destruction of the Ukrainian statehood\u201d.<\/p>\n

\u201cWe will not fall into provocations arranged by Russia,\u201d Kuleba said. \u201cBut if the war is imposed on us by President Putin, we will be defending ourselves.\u201d<\/p>\n

The Nato secretary general, Jens Stoltenberg, said the crisis was \u201cthe most dangerous moment for European security in a generation\u201d.<\/p>\n

The western sanctions are intended to deter Putin from an all-out offensive<\/a>.<\/p>\n

Biden imposed bans on two Russian banks, VEB and Promsvyazbank, which are closed to the Kremlin and the military respectively<\/p>\n

Blinken said the two banks together hold more than $80bn in assets, adding that their assets in the US would be frozen, they would be shut out of the global financial system, without access to US dollars.<\/p>\n

The US also extended existing prohibitions on Russian sovereign debt to the secondary market, which Biden said \u201cmeans we\u2019ve cut off Russia\u2019s government from western financing\u201d.<\/p>\n

The US imposed targeted sanctions on members of the Moscow elite and their families. Those targeted were: FSB chief, Aleksandr Bortnikov, and his son Denis, deputy president of a state-owned bank, VTB; Sergei Kiriyenko, the first deputy chief of staff in the presidential office, and his son, Vladimir, the CEO of VK Group, the parent company of Russia\u2019s top social media platform, and Petr Fradkov, who is the CEO of Promsvyazbank.<\/p>\n

\u201cOther Russian elites and their family members are on notice that additional actions could be taken against them,\u201d Blinken said.<\/p>\n

A senior US administration official said that Russia could be cut out of the international electronic payments system, Swift, in a future raft of sanctions.<\/p>\n

\u201cWe are not taking Swift off the table. It will remain an option that we can deploy, depending on how Russia makes its next move,\u201d the official said.<\/p>\n

EU foreign ministers agreed to sanction 27 Russians and entities, all members of the Russian Duma, the lower house of parliament, as well as banks and the defence sector, while limiting Russian access to European capital markets.<\/p>\n

The UK imposed asset freezes on five Russian banks and three wealthy Russians, but left unscathed the major UK-based oligarchs, an issue that has been a point of friction between Washington and London. Johnson said it was only \u201cthe first barrage of what we are prepared to do\u201d.<\/p>\n

In Kyiv<\/a>, there was a growing sense that Russia had decided to escalate military conflict, and the only remaining question was scale.<\/p>\n

\u201cUnfortunately, there are more and more confirmations that such a decision by Russia is a reality. As Russia abandons diplomacy as a tool for resolving the conflict, Ukraine has no choice but to prepare to defend its territory,\u201d said Bohdan Yaremenko, an MP and member of parliament\u2019s foreign policy committee.<\/p>\n

After announcing new sanctions, Biden said Washington\u2019s door remained open to diplomacy, saying: \u201cThere\u2019s still time to avert the worst case scenario that will bring untold suffering to millions of people.\u201d<\/p>\n
