Later in the day, State Department spokesman, Ned Price, reiterated the same unsubstantiated claim (in a statement issued at the start of the clip embedded below).<\/p>\n<p>In response, <em>Associated Press<\/em> reporter, Matt Lee, asked if the State Department could provide solid evidence of any Russian plans for simulated mass casualty false flag attack using \u2018crisis actors\u2019, pointing out how by making strange accusations of this kind, he was crossing into territory typically held by (as he put it) the \u201cnutty conspiracy theory crowd\u201d:<\/p>\n<div align=\"center\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/_DTSSvtg19I\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><br \/>\n&#8212;<\/div>\n<p>The performance of Ned Price is so cringeworthy that his clash with Matt Lee quickly went viral. \u201cEvidence?\u201d he says, at one point, \u201cI just delivered it!\u201d Adding, if I may paraphrase for the sake of brevity: \u201cBut we can\u2019t provide any details because of \u2018sources &amp; methods\u2019 and \u2018deterrence\u2019 \u2013 well, that\u2019s how deterrence works, right?\u201d This is so childish that it would be completely hilarious were the situation not so serious.<\/p>\n<p>Having been repeatedly lied into wars throughout this century, you might have imagined there would be a little more reticence in reporting this bizarre story as factual, but instead the mainstream has dutifully played along. As <em>Novara Media<\/em>\u2019s Michael Walker <a href=\"https:\/\/www.salon.com\/2016\/10\/03\/u-s-paid-p-r-firm-540-million-to-make-fake-al-qaida-videos-in-iraq-propaganda-program\/\">reminds us<\/a>:<\/p>\n<p style=\"padding-left: 40px;\">It isn\u2019t like the US is a stranger to misinformation. In 2016, it was reported that the Pentagon had paid UK PR firm <em>Bell Pottinger<\/em> $540 million to run a covert propaganda campaign following the invasion of Iraq. They created news packages in the style of Arabic news agencies and also made fake al-Qaeda terrorist videos that could be used to track the people who viewed them.<\/p>\n<div align=\"center\"><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/0jpfIgEKKyI\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><br \/>\n&#8212;<\/div>\n<p>Leaving aside the plain silliness, we ought to consider the likely purpose behind these latest accusations. Of course, one answer is that the US just wishes to throw more mud at the Kremlin door in order to maintain tensions over Ukraine. There are however more serious implications.<\/p>\n<p>The most troubling is that such widely publicised claims may open the way to the deliberate escalation of the Ukrainian-Russian standoff by means of covert attacks carried out by US or Nato Special Forces, with these accusations of Russian false flags offering plausible deniability for any subsequent provocation. But beyond this, there are potentially alternative forms of provocation that may already be in the pipeline.<\/p>\n<p>For instance, under the unflinching headline \u201cRussia-Ukraine: US warns of \u2018false-flag\u2019 operation\u201d, <em>BBC news<\/em> put together <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-59998988\">a piece<\/a> that very confusingly muddles \u201csuch specific intelligence determinations\u201d (<em>i.e<\/em>., these latest unsubstantiated false flag claims) with alleged cyber-attacks that are already happening.<\/p>\n<p>Here is the central passage of the BBC article as it appears without edits:<\/p>\n<p style=\"padding-left: 40px;\">Ukraine on Friday accused Russia of being behind a cyber-attack on dozens of official websites.<\/p>\n<p style=\"padding-left: 40px;\">Before <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-59992531\">the sites went offline,<\/a> a message appeared warning Ukrainians to \u201cprepare for the worst\u201d. Access to most of the sites was restored within hours.<\/p>\n<p style=\"padding-left: 40px;\">The US and Nato condemned the attack and have offered support to Ukraine. Russia has not commented on the hack.<\/p>\n<p style=\"padding-left: 40px;\">Pentagon spokesman John Kirby told reporters on Friday about what he said were Russia\u2019s plans.<\/p>\n<p style=\"padding-left: 40px;\">\u201cIt has pre-positioned a group of operatives to conduct what we call a false-flag operation, an operation designed to look like an attack on them or Russian speaking people in Ukraine as an excuse to go in,\u201d he said.<\/p>\n<p style=\"padding-left: 40px;\">The operatives were trained in urban warfare and using explosives to carry out acts of sabotage against pro-Russian rebels, US officials said.<\/p>\n<p style=\"padding-left: 40px;\">Ukraine\u2019s Defence Ministry said similar acts were being prepared against Russian troops stationed in the breakaway Transdnistria region of Moldova.<\/p>\n<p>\u201cRussia has not commented on the hack\u201d is meant to be read as a tacit admission of guilt, of course. Then \u2013 without a break in the flow \u2013 the piece immediately switches back to what Pentagon spokesman John Kirby has told reporters about coming false flags \u2013 reportedly also \u201con Friday\u201d although this actually took place on Thursday (follow the link at the top \u2013 in answer to a question at about 30 mins). In this BBC account, sabotage on the ground is thus directly conflated with cyber-sabotage, when either one might be the tripwire that unleashes a wider war.<\/p>\n<p>Meanwhile, in <em>the Guardian<\/em>\u2019s report entitled \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2022\/feb\/03\/ukraine-russia-fake-attack-video-us-claims\">Russia plans \u2018very graphic\u2019 fake video as pretext for Ukraine invasion, US claims<\/a>\u201d, the latest accusations are once again repeated unchecked. Although the article does finish on a more cautionary note:<\/p>\n<p style=\"padding-left: 40px;\">Last weekend, Reuters and CNN cited senior US officials claiming Russia had moved blood supplies close to the border, indicating a potential imminent military attack. Ukraine\u2019s deputy defence minister, Hanna Maliar, denounced the blood supply claim, calling it a provocation designed \u201cto spread panic and fear in our society\u201d.<\/p>\n<p style=\"padding-left: 40px;\">On Thursday, Maliar told the Guardian she had checked that claim with Ukrainian intelligence agencies, which had their own sources.<\/p>\n<p style=\"padding-left: 40px;\">\u201cIt simply wasn\u2019t true. We found no information to back this up, we did not see any blood supplies moved to the front or even in the civilian hospitals around the front,\u201d she said, in an interview at a military airfield at Boryspil, outside Kyiv.<\/p>\n<p style=\"padding-left: 40px;\">\u201cIt\u2019s really important to look at the sources. These sources were anonymous, and I don\u2019t think it\u2019s right to use anonymous sources that cannot be checked,\u201d she said.<\/p>\n<p>And yes, to fill in the blanks, the US is presenting more \u201cevidence\u201d based solely on anonymous sources that cannot be checked. Why would this case be any truer than the last time?<\/p>\n<p>The same people who deceived the world with stories of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Nayirah_testimony\">babies out of incubators<\/a> in Kuwait; WMDs in Iraq which Bush later teased us \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2004\/mar\/26\/usa.iraq\">have got to be somewhere<\/a>\u201d; <a href=\"https:\/\/www.independent.co.uk\/news\/world\/africa\/amnesty-questions-claim-that-gaddafi-ordered-rape-as-weapon-of-war-2302037.html\">Viagra pills for soldiers<\/a> in Libya; and the long discredited claims about <a href=\"https:\/\/wallofcontroversy.wordpress.com\/2021\/03\/14\/5-former-opcw-officials-join-prominent-voices-to-call-out-syria-cover-up\/\">chlorine gas at Douma<\/a> (with <a href=\"https:\/\/wallofcontroversy.wordpress.com\/2019\/05\/19\/was-the-douma-gas-attack-staged-little-by-little-the-truth-is-coming-out\/\">graphic images of real corpses<\/a>); are asking us to trust them again. The corporate media plays along as it always has done and always will, but we don\u2019t have to be fooled yet again, do we?<\/p>\n<p style=\"text-align: center;\">*<\/p>\n<p><em>A full transcript of the exchange between Ned Price and Matt Lee is also reproduced below.<\/em><\/p>\n<p><strong>Ned Price:<\/strong> \u201cWe have previously noted our strong concerns regarding Russian disinformation and the likelihood that Moscow might create seek to create a false flag operation to initiate military activity. Now we can say that the United States has information that Russia is planning to stage fabricated attacks by Ukrainian military or intelligence forces as a pretext for a further invasion of Ukraine. One possible option the Russians are considering, and which we made public today, involves the production of a propaganda video: a video with graphic scenes of false explosions depicting corpses, crisis actors pretending to be mourners, and images of destroyed locations, or military equipment; entirely fabricated by Russian intelligence.<\/p>\n<p>\u201cTo be clear, the production of this propaganda video is one of a number of options that the Russian government is developing as a fake pretext to initiate and potentially justify military aggression against Ukraine. We don\u2019t know if Russia will necessarily use this, or another option in the coming days. We are publicising it now, however, in order to lay bare the extent of Russia\u2019s destabilising actions towards Ukraine, and to dissuade Russia from continuing this dangerous campaign and ultimately launching a military attack.<\/p>\n<p>\u201cRussia has signalled it\u2019s willing to continue diplomatic talks as a means to de-escalate, but actions such as these suggest otherwise. We will continue to diligently work together with our allies and partners to expose Russian disinformation and other hybrid tactics used against Ukraine. We continue to work to prevent any effort Moscow might make to justify further military action in Ukraine. We again urge Russia to stop its destructive and destabilising disinformation campaign, to de-escalate tensions, and to engage in diplomacy and dialogue for a peaceful solution. Thank you.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cThanks. Okay well that\u2019s quite a mouthful there. So you said actions such as these \u201csuggest\u201d otherwise; \u201csuggest\u201d meaning that \u201cthey suggest they\u2019re not interested in talks and they\u2019re going to go ahead with some kind of [action]\u201d What action are you talking about?\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cOne: the actions I\u2019ve just pointed to. The fact that Russia continues to engage in disinformation campaigns.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cYou made an allegation that they might do that. Have they actually done it?\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cWhat we know, Matt, is what I have just said: that they have engaged in this activity. [<em>he overrides Matt Lee\u2019s interjection and continues<\/em>] because obviously this is not, this is not the first time we\u2019ve made these reports public. You\u2019ll remember that just a few weeks ago\u2026\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cWell, I\u2019m sorry. Made what report public?\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cIf you let me finish I will tell you what report we made public. Uh, we told you a few weeks ago that we have information indicating Russia also has already pre-positioned a group of operatives to conduct a false flag operation in Eastern Ukraine. So that Matt, to answer your question, is an action that Russia has already taken.<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cNo, it\u2019s an action that <em>you say<\/em> that they have taken, but you have shown no evidence to confirm that. And I\u2019m going to get to the next question here, which is what is the evidence that they planned \u2013 I mean this is like crisis actors \u2013 really, this is like Alex Jones territory you\u2019re getting it too now!\u201d<\/p>\n<p>\u201cWhat evidence do you have to support the idea that there is some propaganda film in the making?\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cMatt, this is derived from information known to the US government: intelligence information that we have declassified. I think you know\u2026\u201d<\/p>\n<p><strong>Matt Lee<\/strong> [<em>interrupting<\/em>]: \u201cOkay, well where is it? Where is this information?<\/p>\n<p><strong>Ned Price:<\/strong> \u201cIt is intelligence information that we have declassified.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cWell, where is it? Where\u2019s the declassified information?<\/p>\n<p><strong>Ned Price:<\/strong> \u201cI just delivered it.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cNo, you made a series of allegations.\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cWould you like us to print out the topper? We are making it available to you in order \u2013 for a couple reasons: one is to attempt to deter the Russians from going ahead with this activity; two, in the event we\u2019re not able to do that \u2013 in the event the Russians do go ahead with this \u2013 to make it clear as day, to lay bare the fact that this has always been an attempt on the part of the Russian Federation to fabricate a pretext.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cYeah, but you don\u2019t have any evidence to back it up, other than what you\u2019re saying. It\u2019s like you\u2019re saying \u2018we think we have information the Russians <em>may<\/em> do this\u2019, but you won\u2019t tell us what the information is\u2026<\/p>\n<p><strong>Ned Price<\/strong> [<em>interrupting<\/em>]: That is the idea behind deterrence, Matt! That is the idea behind deterrence! It is hoped that the Russians don\u2019t go forward with this.\u201d<\/p>\n<p><strong>Matt Lee<\/strong> [<em>continuing<\/em>]: \u201c\u2026 you say I just gave it to you.\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cYou seem not to understand the idea of deterrence. We are trying to deter the Russians moving forward with this type of activity. That is why we\u2019re making it public today.<\/p>\n<p>If the Russians don\u2019t go forward with this, that is not ipso facto an indication that they never had plans to do so.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cBut then it\u2019s unprovable! I mean, my god!<\/p>\n<p>\u201cWhat is the evidence that you have that suggests that that the Russians are even planning this? I mean I\u2019m not saying that they\u2019re not, but you just come out and say this and expect us just to believe it without you showing a shred of evidence that it\u2019s actually true, other than when I ask \u2013 or when anyone else asks \u2013 what\u2019s the information, you said: \u2018well, I just gave it to you\u2019, which was just you making a statement.\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cMatt, you said yourself, you\u2019ve been in this business for quite a long time. You know that when we make information \u2013 uh, intelligence information \u2013 public, we do so in a way that protects sensitive sources and methods. You also know that we do so \u2013 we declassify information \u2013 only when we\u2019re confident in that information.<\/p>\n<p>\u201cIf you doubt \u2013 if you doubt the credibility of the US government, of the British government, of other governments, and want to, you know, find solace and information that the Russians are putting out.<\/p>\n<p><strong>Matt Lee<\/strong> [<em>laughing<\/em>]: \u201cSolace?!!!\u201d<\/p>\n<p><strong>Ned Price<\/strong> [<em>continuing<\/em>]: \u201c\u2026that is for you to do.<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cI\u2019m not asking what the Russian government is putting out. And what is this supposed to mean\u2026?\u201d<\/p>\n<p><strong>Ned Price<\/strong> <em>then turns to another reporter, who says:<\/em><\/p>\n<p>\u201cOfficials are describing very specific scenes, but do they actually have a video?\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cThe fact that we are able to go into such great detail. Obviously I\u2019m not going to spell out what is in our possession, but I will leave it to you \u2013 I will leave that to your judgment, your imagination.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cThere are no facts that you\u2019ve spelled out.\u201d<\/p>\n<p><strong>Another reporter:<\/strong> \u201cDo you have evidence that this was intended to come out in the coming days?\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cWe\u2019ve said then for some time now that the Russians have positioned forces. They have undertaken preparations that if Putin decides to move forward with an invasion, they\u2019re positioned to do so. They are poised to do something in the coming days.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cJust one last thing, quickly. I\u2019m not buying into Russian propaganda, but I\u2019m also not going to buy into\u2026<\/p>\n<p><strong>Ned Price<\/strong> [<em>interrupting<\/em>]: \u201cI\u2019m not asking you to.\u201d<\/p>\n<p><strong>Matt Lee<\/strong>: \u201c\u2026 an accusation. [<em>continuing<\/em>] Yes you are! You\u2019re saying the proof is that I just said it. So let me just appeal to you on behalf of all of us, and the American people, and the people of the world, and the Russian people, and the Ukrainian people:<\/p>\n<p>\u201cOne piece of evidence to suggest that the Russians are planning to use crisis actors to stage a false mass casualty event to use as a pretext. Just one piece, okay.<\/p>\n<p>\u201cAnd not you, or [John] Kirby, or Jen {Psaki], or Jon Finer, or Jake [Sullivan] saying: \u2018this is what is so\u2019, and then you turning around and saying: \u2018well because we said it it\u2019s a fact\u2019. So one piece \u2013 one piece of verifiable evidence.\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cLet me make make a couple broad points. I acknowledge this will probably be unsatisfactory to you in the moment, but here\u2019s what I think you know \u2013 what I certainly know\u2013 uh, what everyone here knows.<\/p>\n<p>\u201cThere are a hundred thousand Russian troops encircling Ukraine right now; approaching Ukraine\u2019s borders \u2013 close to the borders \u2013 there are thousands of Russian troops with the potential for some 30 000 Russian troops to stream in to Belarus. All of these forces are positioned \u2013 could well be positioned \u2013 if Putin makes that decision to engage on Ukraine in a coordinated assault.<\/p>\n<p>\u201cWe also know that the Russians have resorted to these tactics in the past. Have developed a remarkably similar playbook in 2014: amassed troops, engaged in 2014. It is the historical facts. Engaged in disinformation and propaganda to paint Ukraine as the aggressor. Fabricated a pretext for an invasion and went in.<\/p>\n<p>\u201cSo with what we know from eight years ago \u2013 with what we have seen \u2013 you and I both have seen, everyone have seen \u2013 with what we have heard eight years ago, in the ensuing eight years, and in recent weeks \u2013 it seems to me that it should not be outlandish that the Russians may be engaging in this activity.\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cBut not being outlandish doesn\u2019t mean that you have any proof that that has happened, or being planned.\u201d<\/p>\n<p><strong>Ned Price<\/strong> [<em>interrupting<\/em>]: \u201cThe second point, the second point\u2026\u201d<\/p>\n<p><strong>Matt Lee<\/strong> [<em>continuing<\/em>]: \u201cHold on, you can\u2019t just \u2013 That all of that may very well be true, probably is true. Okay, but it doesn\u2019t provide <em>any <\/em>evidence of what you\u2019re alleging now, which is that they\u2019re planning this fake mass casualty event with quote-unquote \u2018crisis actors\u2019, which is something that, you know, in the US we rarely hear outside of the kind of, you know, nutty conspiracy theory crowd.\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cWell to be to be clear, we\u2019re not alleging what the United States is doing. This is information available to us about what the Russians are up to. I understand your point, but I just wanna\u2026\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cYou do? Because I mean you\u2019re treading into some serious waters here. And if you can\u2019t provide any evidence other than: \u2018well I said so, and so it\u2019s a fact\u2019; that\u2019s a problem.\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cMatt, there\u2019s a second point. This is derived from intelligence: intelligence in which we have confidence.\u201d<\/p>\n<p><strong>Matt Lee <\/strong>[<em>interrupting<\/em>]: \u201cThe same confidence you had in WMDs in Iraq?\u201d<\/p>\n<p><strong>Ned Price:<\/strong> \u201cOtherwise we would not be making it public in the way we are. But here\u2019s the other point: intelligence and evidence \u2013 these are two separate things. It is no\u2026\u201d<\/p>\n<p><strong>Matt Lee:<\/strong> \u201cBut you\u2019re saying it\u2019s a fact, and that that you have proof, and then you can\u2019t offer any proof to just show this fact\u2026<\/p>\n<p>[<em>clearly exasperated<\/em>] I\u2019ll drop it.
