The telephone line crackles and Steve Scully falls silent for a moment.<\/p>\n

When he speaks again, his voice is full of remorse.<\/p>\n

\u201cI wish I could have asked her if she was okay,\u201d he says.<\/p>\n

\u201cMaybe it was because it was Prince Andrew.<\/p>\n

\u201cMaybe it was because it was Jeffrey Epstein\u2019s island.<\/p>\n

\u201cMaybe it was because we were continuously told, \u2018you don\u2019t interact with any of the guests\u2019.<\/p>\n

\u201cI don\u2019t know. But I didn\u2019t do that, and I wish I would have.\u201d<\/p>\n

Scully is speaking to 7NEWS Spotlight<\/a> from his tropical home in the US Virgin Islands.<\/p>\n

He is now 72 and retired but, for almost seven years in the early 2000s, he was the telecommunications specialist on Jeffrey Epstein private Caribbean island.<\/p>\n

For the past two decades, Scully has been abiding by a strict code of silence maintained by those close to \u2013 and employed by \u2013 the disgraced financier and convicted child sex offender.<\/p>\n

But as a father of three daughters, he says he is refusing to keep quiet any longer about what he claims he witnessed on multi-millionaire\u2019s island and the way young girls were treated there.<\/p>\n

A royal encounter<\/strong><\/h2>\n

The ramifications could hardly be more serious because, among the rich and famous people Scully says he encountered on the island, is Prince Andrew.<\/p>\n

He claims he saw the Duke engaging in sexual foreplay with a 17-year-old girl by a swimming pool on the island \u2013 and that her name is Virginia Giuffre<\/a>.<\/p>\n

\u201cHe removed her bathing suit top and then started grinding against her and grabbing her ass,\u201d he tells 7NEWS Spotlight<\/a>.<\/p>\n

\u201cThey were kissing as well. That\u2019s when I had words with him. I said, \u2018Hello, your Highness.\u2019 And he said, \u2018No, it\u2019s Andrew.\u2019<\/p>\n

\u201cI said, \u2018I didn\u2019t know exactly how I was supposed to address you, but I\u2019m Steve the phone man.\u2019<\/p>\n

\u201cHe laughed at that (and) said, \u2018well, Steve the phone man, at least you work in really beautiful place.\u2019<\/p>\n

\u201cI said, \u2018yeah, the island is beautiful, without a doubt\u2019.\u201d<\/p>\n

Accusations and lawsuits<\/strong><\/h2>\n

Scully\u2019s account goes to the heart of long-running sex abuse allegations levelled at Prince Andrew<\/a> and Epstein \u2013 and has the potential to devastate the royal family<\/a>.<\/p>\n

Giuffre, who now lives in Australia, has accused Prince Andrew of sexually abusing her<\/a> on three occasions when she was just 17.<\/p>\n

She claims she was compelled to have sex with the Prince by Epstein<\/a> in London, New York and on his island in 2001, and that she was the victim of sex trafficking.<\/p>\n

Prince Andrew has consistently denied the allegations and has sought to strike out a civil lawsuit<\/a> launched against him by Giuffre, maintaining he has never even met her.<\/p>\n

For years, it has been a case of \u201che said, she said\u201d \u2013 but now, all that has changed.<\/p>\n

Scully travelled to Washington D.C. last month to be deposed by Giuffre\u2019s legal team, and has agreed to give sworn evidence against Prince Andrew if her civil action<\/a> proceeds to trial in New York next year.<\/p>\n

If Scully\u2019s testimony stands up to legal scrutiny, it could have serious implications for Prince Andrew that would reverberate throughout the royal family.<\/p>\n

Speaking to 7NEWS Spotlight<\/em> on the eve of his deposition, Scully says he has received no financial incentive for coming forward and has not seen nor heard from Giuffre since the day he saw her on Epstein\u2019s island almost 20 years ago.<\/p>\n

He says felt compelled to come forward because he is still haunted by his alleged encounter with Prince Andrew and his failure to protect an innocent young teen in need.<\/p>\n

\u201cVirginia was standing there. She kind of looked like she was like a deer caught in the headlights of the car.\u201d Scully says.<\/p>\n

\u201cI wish I\u2019d asked her if she was okay.<\/p>\n

\u201cIf I were to see her again today, I would apologise to her for that, because I honestly think I should have said, \u2018Are you alright? Because if you\u2019re not, hey, I\u2019ll take care of whatever needs to be taken care of to get you into an alright situation\u2019.\u201d<\/p>\n
