In a\u00a0letter, dated August 27, the\u00a0Centers for Disease Control and Prevention\u00a0<\/em>(CDC)\u00a0is asking all state\u00a0governors to fast-track permits to get a coronavirus vaccine out to the public by Nov. 1<\/strong><\/span><\/a>.<\/span><\/p>\n

In the letter, which was obtained by\u00a0McClatchy and reported on by the publishing company\u2019s newspapers<\/strong><\/span><\/a>, CDC Director Dr. Robert Redfield requested that all governors fast-track permits and licenses for new distribution sites for\u00a0a vaccine. He stated that the normal time that\u2019s required to obtain these\u00a0represented \u201ca significant barrier to the success of this urgent public health program.\u201d<\/span><\/p>\n

\u201cCDC urgently requests your assistance in expediting applications for these distribution facilities, and, if necessary, asks that you consider waiving requirements that would prevent these facilities from becoming fully operational by November 1, 2020,\u201d Redfield wrote.<\/span><\/p>\n

\u201cThe requirements you may be asked to waive in order to expedite vaccine distribution will not compromise the safety or integrity of the products being distributed,\u201d he added.<\/span><\/p>\n

President Trump \u201coptimistic\u201d\u00a0that vaccine will hit before\u00a0Election Day<\/h2>\n

President Donald Trump has previously stated\u00a0that he was \u201coptimistic\u201d that a vaccine would be out<\/a><\/strong><\/span>, \u201cin some cases,\u201d before Nov. 3 \u2013 Election Day \u2013 on Geraldo Rivera\u2019s radio program \u201cGeraldo in Cleveland,\u201d on\u00a0WTAM<\/em> on Aug. 6.\u00a0He later reaffirmed this when asked about it on the White House South Lawn a couple of hours later.<\/span><\/p>\n

\u201cI\u2019m optimistic that it\u2019ll be probably around that date,\u201d\u00a0Trump said. \u201cI believe we\u2019ll have the vaccine before the end of the year, certainly, but around that date, yes, I think so.\u201d<\/span><\/p>\n

In addition to the CDC letter, delivery firms have also received guidance from Trump administration officials to prepare freezer farms in America\u2019s heartland and get ready to load vaccines onto trucks no later than Nov. 1.<\/span><\/p>\n

Already, shipping company UPS is building a giant freezer facility<\/strong><\/span><\/a> in Louisville, Kentucky, which can hold up to 48,000 vials of vaccine at temperatures as low as -112 F.<\/span><\/p>\n

\u201cThis truly will be a historic supply chain feat to distribute millions, if not billions, of life-saving Covid-19 vaccine vials to far-reaching global populations,\u201d said UPS Healthcare president Wes Wheeler. \u201cLives will depend on us to get these vaccine deployments right, and we\u2019re well-prepared to support all of these efforts until this pandemic is behind us.\u201d<\/span><\/p>\n

The Atlanta-based\u00a0courier company has been in discussion with the\u00a0Department of Health and Human Services<\/em> and the Operation Warp Speed team for a while now in regards to what is needed to distribute a vaccine.<\/span><\/p>\n

FDA willing to waive Phase III trial requirement<\/h2>\n

At around the same time that the CDC sent out its letter,\u00a0Food and Drug Administration<\/em>\u00a0(FDA)\u00a0Commissioner Stephen Hahn\u00a0also stated\u00a0that his agency is willing to skip the critical Phase III trials for potential COVID-19 vaccines. \u201cIt is up to the sponsor [vaccine developer] to apply for authorization or approval, and we make an adjudication of their application. If they do that before the end of Phase Three, we may find that appropriate. We may find that inappropriate, we will make a determination,\u201d said Hahn in an interview with\u00a0Financial Times<\/em> last Sunday.<\/span><\/p>\n

While both initial trial phases only have vaccine candidates tested on smaller, more focused test groups, Phase III trials \u2013 the final trial stage \u2013 have it tested on thousands of people for efficacy and safety.<\/span><\/p>\n

Hahn later clarified that the FDA would not technically approve any vaccine candidate that had not undergone Phase III trials. Instead, it would only issue what is called \u201cemergency authorization\u201d for its use.<\/span><\/p>\n

\u201cOur emergency use authorization is not the same as a full approval,\u201d he explained. \u201cThe legal, medical and scientific standard for that is that the benefit outweighs the risk in a public health emergency.\u201d<\/span><\/p>\n

The efforts of the FDA and the CDC to speed up the deployment of a vaccine do raise questions if too many steps are being skipped to get them out. For one, Phase III trials are meant to catch possible issues with the vaccine that the more targetted Phase I and Phase II trials may have missed. Giving special \u201cemergency authorization\u201d to distribute a vaccine without the former\u00a0means that the general public is in effect, acting as test subjects for what should have been the trial.<\/span><\/p>\n

Meanwhile, fast-tracking permits for storage and distribution sites could risk some of these sites not to meet standards. Even if\u00a0a vaccine works, it will still need to be\u00a0carefully handled and stored in specific conditions \u2013 hence the reason UPS is building a special freezer farm for it.<\/span><\/p>\n

Should any new facilities not meet the standards, just because they were fast-tracked, then it\u2019s possible that any vaccines from these facilities may lose their efficacy or even become harmful to those who they\u2019re given to.<\/span><\/p>\n
