Click to enlarge<\/p><\/div>\n<h5>The United Arab Emirates made a pointed omission on Thursday when it told the United Nations Security Council on Thursday that the attacks on four tankers off its coast were likely the work of a \u2018state actor\u2019.<\/h5>\n<h5>Crucially, it did not mention Iran.
