{"id":181189,"date":"2018-12-28T06:39:08","date_gmt":"2018-12-28T06:39:08","guid":{"rendered":"http:\/\/www.thetruthseeker.co.uk\/?p=181189"},"modified":"2018-12-30T07:09:11","modified_gmt":"2018-12-30T07:09:11","slug":"auditor-chinese-debt-could-lead-to-loss-of-mombasa-port","status":"publish","type":"post","link":"https:\/\/www.thetruthseeker.co.uk\/?p=181189","title":{"rendered":"Auditor: Chinese debt could lead to loss of Mombasa port"},"content":{"rendered":"<h1 style=\"text-align: center;\">Moses Michira \u2013 standardmedia.co.ke Dec 20, 2018<\/h1>\n<p style=\"text-align: center;\">\u00a0<a href=\"https:\/\/www.thetruthseeker.co.uk\/wp-content\/uploads\/2018\/12\/Mombasa-port.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-181191\" src=\"https:\/\/www.thetruthseeker.co.uk\/wp-content\/uploads\/2018\/12\/Mombasa-port.jpg\" alt=\"Mombasa port\" width=\"540\" height=\"360\" srcset=\"https:\/\/www.thetruthseeker.co.uk\/wp-content\/uploads\/2018\/12\/Mombasa-port.jpg 800w, https:\/\/www.thetruthseeker.co.uk\/wp-content\/uploads\/2018\/12\/Mombasa-port-300x200.jpg 300w\" sizes=\"(max-width: 540px) 100vw, 540px\" \/><\/a><\/p>\n<p><span style=\"color: #ccffff;\">Kenya risks losing the lucrative Mombasa port to China should the country fail to repay huge loans advanced by Chinese lenders.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">The loans have been granted for the development of the Standard Gauge Railway (SGR).<\/span><\/p>\n<p><span style=\"color: #ccffff;\">Also at stake is the Inland Container Depot in Nairobi, which receives and dispatches freight hauled on the new cargo trains from the sea port.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">Implications of a takeover would be grave, including the thousands of port workers who would be forced to work under the Chinese lenders.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">Management changes would immediately follow the port seizure since the Chinese would naturally want to secure their interests.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">Further, revenues from the port would be directly sent to China for the servicing of an estimated Sh500 billion lent for the construction of the two sections of the SGR.<\/span><\/p>\n<h2 style=\"text-align: center;\"><strong>SGR losses<\/strong><\/h2>\n<p><span style=\"color: #ccffff;\">In the likely scenario that China takes over the port, Kenya would be joining Sri Lanka -another debt-distressed nation- in losing a strategic asset.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">It is possible because the SGR \u2013operated by the Chinese, is a hugely loss-making venture, meaning it cannot generate enough money to repay loans.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">SGR reported a near Sh10 billion loss in its first year of operations.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">The Auditor General has warned that the eventuality is likely because of a lopsided loan agreement that greatly favours the China Exim Bank, who advanced Kenya the loan.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">Specifically, Kenya got the short end of the stick in the agreement where any disputes arising from the debt servicing would be arbitrated in China.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">An audit completed last month indicates that Kenya Ports Authority\u2019s (KPA) assets, which include the Mombasa port, could be taken over if the SGR does not generate enough cash to pay off the debts.<\/span><\/p>\n<p><span style=\"color: #ccffff;\">\u201cThe China Exim Bank would become a principle in (over) KPA if Kenya Railways Corporation (KRC) defaults in its obligations and China Exim Bank exercise power over the escrow account security,\u201d the audit reads in part.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.standardmedia.co.ke\/article\/2001306878\/how-china-could-be-handed-mombasa-port-for-free\">Continues \u2026 <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This adds to the growing list of foreign facilities that China owns or controls.
